According to the plan to streamline internal organizations, public service units, and state-owned enterprises in Quang Ninh province, the Management Board of Monuments and Scenes, under the Department of Culture, Sports and Tourism of Quang Ninh province, the Management Board of Bai Tu Long National Park and the Management Board of Ha Long Bay will merge together into a 100% self-guaranteed public service unit under the Provincial People's Committee.
Immediately after the People's Committee of Quang Ninh province issued the above plan, relevant units began discussing the merger plan, including the new organizational structure, name... to submit to competent authorities for consideration.
Thus, with the above plan, the new unit will directly manage 2 world heritages, including: Ha Long Bay World Natural Heritage and Yen Tu - Vinh Nghiem - Con Son, Kiep Bac World Cultural Heritage.
Currently, the Ha Long Bay World Natural Heritage is directly managed by the Ha Long Bay Management Board. This board is equivalent to the department level, with nearly 347 cadres, civil servants and workers.

Bai Tu Long National Park Management Board is also a department-level equivalent unit, with 49 cadres, civil servants, and workers, managing more than 15,700 hectares of both forest and sea, with extremely diverse and unique ecosystems.
Meanwhile, the Management Board of Monuments and Scenes under the Department of Culture, Sports and Tourism of Quang Ninh province currently has 97 cadres, civil servants, and workers, managing 3 key relic sites of Quang Ninh province, including 5/12 components of the World Cultural Heritage Yen Tu - Vinh Nghiem - Con Son, and Kiep Bac.
The Management Board of relics and scenic spots under the newly established Department of Culture, Sports and Tourism of Quang Ninh province, based on the merger of 3 departments, including: Management Board of Yen Tu National Monument and Forest Area (under the old Uong Bi City), Management Board of Tran Dong Trieu Temple Relic Site (under the old Dong Trieu City) and Management Board of Bach Dang National Special lichity Relic Site (under the old Quang Yen Town). Currently, this board is only equivalent to the department level.
The merger of the above boards into one is receiving the attention of many people, including the new name of the merged unit to match and match the two world heritages.
Speaking with Lao Dong, representatives of some relevant departments said that they are still developing a project to submit to competent authorities, so there is no specific information yet.
Previously, the People's Committee of Quang Ninh province assigned the Ha Long Bay Management Board to preside over and coordinate with the Bai Tu Long National Park Management Board, the Department of Culture, Sports and Tourism to develop the Project, seek opinions from relevant agencies and units, and send it to the Department of Home Affairs for appraisal before October 10, 2025 to report to the Provincial People's Committee to submit to competent authorities, to be completed before October 15, 2025.
