Businesses hope for a unified "technology market
Talking to Lao Dong, Mr. Hoang Minh Phuc - owner of a technology company - said that the demand for technology search, research partners and consulting experts is increasing. However, data is scattered and unsynchronized between exchanges, causing businesses to look up many platforms, while many research, invention and technology needs have not been fully updated.
What businesses need is not to have more exchanges, but a system that is open enough for exchanges to share data with each other. When the technology supply, needs of businesses, experts, consulting organizations and research results are connected on the same platform, finding partners, transferring and commercializing technology will be much more effective" - Mr. Phuc shared.
In addition, Mr. Phuc also believes that, along with data interconnection, there should be a mechanism to encourage research institutes, universities, businesses and intermediary organizations to regularly update technology, research results and market needs to the system.
Improving mechanisms to increase connectivity efficiency
Mr. Chu Thuc Dat - Deputy Director of the Innovation Department (Ministry of Science and Technology) - said that the development of science and technology exchanges is being implemented under the direction of the Central Steering Committee and the Government Steering Committee for science, technology, innovation and digital transformation. The goal is to form and develop a trading floor system, and at the same time research solutions to improve operational efficiency, promote the science and technology market to develop publicly, transparently and sustainably.
According to the Department of Innovation, over the past time, the legal corridor for the science and technology market has been gradually completed. Law No. 115/2025/QH15 amending and supplementing a number of articles of the Law on Technology Transfer has supplemented regulations on building technical infrastructure and supporting the operation of science and technology exchanges as well as market intermediary organizations. Decree No. 101/2026/ND-CP stipulates the mechanism for investing in infrastructure and technology platforms for science and technology exchanges; encouraging public-private partnerships, mobilizing social resources, and at the same time supporting brokerage, consulting, supply-demand connection and human resource training.
Decree No. 265/2025/ND-CP also supplements the content of budget expenditure for application, technology transfer and development of the science and technology market, including the operation of exchanges.
To improve operational efficiency, the Ministry of Science and Technology has proposed that localities review and reorganize trading floors under their management; continue to invest in technical infrastructure, technology platforms and human resources, and at the same time study and apply a public investment model combined with private management.
Research institutes, universities, associations and businesses are also encouraged to proactively update information on technology ready for transfer, technology needs, supply, demand and experts on the exchange to form a common database, increase connectivity efficiency and promote technology transactions.
