The Technology Exchange is not only a place to connect technology supply and demand, but also a foundation for the commercialization of intellectual property, promoting the real development of the science and technology market, contributing to improving the competitiveness of the capital.
In reality, despite possessing great potential with hundreds of research institutes, universities and a large team of experts, the Hanoi science and technology market has not yet developed accordingly. The main reason comes from the gap in connection between research activities and the actual needs of businesses.
To overcome that bottleneck, it is necessary to form an intermediary institution capable of brokering, appraising, promoting and supporting technology transactions. The Hanoi Technology Exchange is expected to meet this requirement. Not only a place to display products, the platform also plays the role of a large data center, integrating a digital platform and modern technology, contributing to the formation of a transparent and professional technology trading culture.
On April 28, 2022, the Hanoi People's Committee issued Decision 1442/QD-UBND, approving the Project "Construction and operation of Hanoi Technology Exchange". This is one of the city's priority projects, regularly updated to match the progress of the National Science and Technology Market Development Program to 2030.
According to Mr. Nguyen Viet Hung - Deputy Director of the Hanoi Department of Science and Technology, the platform is designed in two forms: directly and online. The goal by 2030 is to post at least 30,000 technological information, support the implementation of at least 1,000 successful transfer transactions, and connect 20 domestic and international investment funds.
The operating model is in the direction of public-private cooperation. The State invests in infrastructure; the private sector is responsible for technology, human resources and operations. The first phase will be implemented in the form of a business cooperation contract (BCC), then converted to a joint stock company, in which the State retains a maximum of 49% of charter capital.
To date, the Department of Science and Technology has surveyed 21 domestic exchange models. Along with the Innovation Center, Enterprise Investment Fund and Enterprise Incubator, the Technology Exchange is one of four foundational institutions that Hanoi City is prioritizing for development to build a sustainable and influential innovation ecosystem.
To realize this goal, Hanoi City proposes many preferential policies: Free/reduced rental space for the first 3-5 years; support 50% of operating costs in the first 3 years; free first-time transaction for startups; reduce 50% of transaction fees for small and medium-sized enterprises in the first 5 years...
In particular, the city hopes to have the support of technology corporations, hospitals and experts in building an online trading platform. It is expected that all legal procedures will be completed in 2025 to start construction and put the Hanoi Technology Exchange into operation from 20262027.
