The Department of Agriculture and Environment of Bac Ninh province has just issued Report No. 580/BC-SNNMT to the Provincial People's Committee on the situation of collecting and treating domestic waste in the province.
The report said that regarding the generation of domestic solid waste, the total volume of domestic solid waste generated throughout the province is currently 2,119 tons/day. The collection and treatment rate reaches 98.7% (about 2,093 tons/day).
Collection and transportation work continues to be carried out through environmental sanitation service units with 173 units; 97 specialized transport vehicles; communes and wards arrange 16 garbage stations, about over 1,000 collection and transshipment points for domestic waste.
Notably, functional agencies pointed out that the handling capacity of some factories currently does not meet the actual requirements at some points.
Although the rate of waste collection and treatment is high, there is still localized overload at some treatment plants (plants have problems, or have to undertake the treatment of long-term residual waste from localities, so it is overloaded), leading to improper waste reception and treatment, causing accumulation at plants and localities.
The factory in Kien Lao commune must temporarily stop repairing for 30 days, all domestic waste of 7 wards and communes (old Luc Ngan district area) must be transported to Yen Dung ward factory for treatment, increasing pressure on the receiving system.
The factory in Tu Lan ward is in the trial operation phase, the actual capacity only reaches an average of about 70 - 80 tons/day (designed capacity of 180 tons/day), so it does not fully meet the treatment needs according to the zoning.
The power generation plant (Phu Lang commune plant and Song Lieu ward plant) is receiving a treatment volume exceeding the designed capacity to treat waste generated daily and waste accumulated for a long time from localities, leading to waste accumulation at the plant and some localities.
Many small-scale incinerators and treatment areas in communes and wards have been operating for a long time, with outdated technology and low capacity, no longer suitable for the volume of domestic solid waste currently generated; some places often experience overload, waste accumulation, posing a potential risk of environmental pollution (Hop Thinh, My Thai, Hoang Van, Kep communes...).
According to a report by the Department of Agriculture and Environment, the progress of waste treatment is still slow: The volume of waste from previous years is still large (about 170,000 tons, only about 12,000 tons have been treated), waste generated daily is large, while the reception capacity of some factories is still limited.
The current treatment zoning does not have a flexible and timely adjustment mechanism when factories encounter problems or overload; there is no contingency plan to respond to emergency situations, leading to the risk of localized waste congestion in some localities.
Regarding the treatment of residual waste, the Department of Agriculture and Environment proposed that the Provincial People's Committee consider and direct the People's Committees of communes and wards to proactively develop plans to thoroughly handle residual waste in the area; select a unit with sufficient capacity, technology and legal documents to carry out treatment according to regulations, striving to complete it in 2026.
