At the meeting, Chairman of the People's Committee of Con Dao Special Zone Phan Trong Hien proposed allowing four-wheeled electric-powered passenger vehicles to operate in the area; at the same time, proposed a policy to develop electric vehicles, encourage the conversion of gasoline vehicles to electric vehicles, gradually making Con Dao a model of "green island and smart island".

Concluding the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested to clearly identify the unique identity of Con Dao to build a suitable development strategy, ensuring the preservation of unique values. The ecosystem in Con Dao is very special, not found anywhere else. wild nature, peaceful life, that is a valuable asset that needs to be protected and promoted" - Mr. Duoc emphasized.
The Chairman of the Ho Chi Minh City People's Committee assigned relevant departments and branches to coordinate in advising on the development of a comprehensive development strategy for Con Dao in the direction of "green - identity - livable". To realize the sustainable development orientation, the Chairman of the Ho Chi Minh City People's Committee requested the construction of a modern, environmentally friendly transport infrastructure system.
Mr. Nguyen Van Duoc said that Ho Chi Minh City chose Con Dao and Can Gio as the two leading localities in developing green transportation.
The gasoline cars are still running, while the new cars will use clean fuel or electricity. Investors should also orient electric vehicles and renewable energy.
The Chairman of the Ho Chi Minh City People's Committee also proposed to carefully consider the proposal to develop a cable car route combining transportation and tourism in Con Dao, both creating a highlight to attract tourists and ensuring national security and defense factors.
The orientation for developing green transportation in Con Dao and Can Gio is part of the Vehicle Emission Control Project that Ho Chi Minh City is implementing in two phases.
Phase 1 focuses on developing a roadmap and policies to support the development of charging stations, converting buses to electricity or renewable energy. The goal set for 2030 is that all buses in Ho Chi Minh City must use electricity or clean energy.
The Ho Chi Minh City Department of Construction is coordinating to complete the project in the direction of expanding the scale of implementation across the new Ho Chi Minh City (after the merger), expected to be submitted to the Ho Chi Minh City People's Council in the fourth quarter of 2025.
Phase 2 of the project will expand the scope of application to the entire new Ho Chi Minh City, with key contents including developing policies to purchase and exchange used cars and implementing support packages and incentives for people and businesses in the process of switching from gasoline vehicles to electric vehicles and clean fuel.
Ho Chi Minh City is planning to replace more than 400,000 gasoline motorbikes of technology drivers with electric vehicles.
