Can Gio commune in HCMC is about to become a ward thanks to a series of billion-dollar projects

Ho Chi Minh City - Thanks to a series of large projects such as sea encroachment urban areas, metro and sea-crossing roads, Can Gio commune is one of 23 communes eligible to be transformed into wards.

Can Gio commune was formed on the basis of merging Long Hoa commune and Can Thanh town before, with an area of about 157 km2 with more than 22,000 people.

In the recent results of administrative unit classification, Can Gio commune met the standard of a type 1 commune. After the process of reviewing the current status and comparing the criteria, the locality was determined to be eligible to be transformed into a ward.

According to Mr. Nguyen Ngoc Vu - Secretary, Chairman of the People's Council of Can Gio commune, the conversion of the model from commune to ward will create many advantages in planning management, land and urban development.

When it becomes a ward, the locality will be more convenient in planning, land management, and housing. People will also benefit from a more synchronous urban infrastructure and service system" - Mr. Vu said.

Leaders of Can Gio commune also said that with the current population size, if it becomes a ward, the locality can be allocated a maximum of about 70 staff, instead of about 50 staff as at present.

The workload in the commune is not much different from an urban ward. The increase in personnel will help the apparatus operate more efficiently, meeting management requirements in a large area" - Mr. Vu said.

In recent years, Can Gio commune has witnessed rapid urbanization thanks to the appearance of many large-scale projects.

The most prominent is the Can Gio Sea Encroachment Tourism Urban Area project (Vinhomes Green Paradise) with an area of 2,870 ha being implemented. This is the largest sea encroachment project in Ho Chi Minh City, oriented to develop into a modern coastal megacity.

The project is planned into a sea tourism, resort, conference, smart city urban area, combining high-tech services, commerce, international hotels and many types of housing.

According to the plan, the project can add about 230,000 residents to Can Gio and welcome about 40 million visitors per year in the future.

In parallel with the sea encroachment urban project, the Ben Thanh - Can Gio Metro line is also being implemented.

In December 2025, VinSpeed High-Speed Railway Investment and Development Joint Stock Company (Vingroup Group) broke ground on a 48.5 km long metro line project with a design speed of up to 350 km/h.

The route starts at Ben Thanh area (Ben Thanh ward) and ends at a 39 ha land area adjacent to Can Gio sea encroachment tourist urban area.

The preliminary total investment capital of the project is more than 102,43 billion VND, not including about 12,784 billion VND of site clearance costs allocated by the state budget.

Currently, Ho Chi Minh City is implementing compensation and site clearance work, striving to hand over in November 2026. The investor will accelerate construction and put it into operation in 2028.

When completed, this metro line will shorten the travel time from the center of Ho Chi Minh City to Can Gio to about 13 minutes, creating great momentum for the socio-economic development of Can Gio.

Another strategic infrastructure project that is also being promoted is the sea-crossing road connecting Can Gio with Vung Tau.

The project has a total length of about 14 km, scale from 6 - 8 lanes, combined with bridges and sea tunnels. In which, the tunnel item is about 3.1 km long with 6 lanes, applying reinforced concrete submerged tunnel technology similar to Thu Thiem tunnel.

Two artificial islands will be built at both ends of the tunnel for technical and exploitation purposes. The sea bridge section is about 8 km long, along with nearly 3 km of access roads connecting both ends of the project.

The total estimated investment is more than 92,600 billion VND under the BT contract form. The project is expected to start construction this year and be completed in 2029.
