According to current regulations, monthly social allowances are not only applied to the elderly but also to children in special circumstances, people with disabilities, poor single mothers and some other groups in difficult circumstances.
Eligible age groups for social allowances
According to Article 5 of Decree 335/2026/ND-CP, there are 8 groups of subjects entitled to monthly social allowances.
Children under 16 years old in special circumstances such as being abandoned; losing parents; parents missing, serving prison sentences or being cared for at social assistance facilities... are eligible for allowances.
In case they are 16 years old but are still continuously going to school, people in the above group can continue to receive allowances until the end of the study program as prescribed.
Children infected with HIV/AIDS from poor households also receive monthly social allowances.
Children under 3 years old from poor or near-poor households, living in communes and villages in ethnic minority and mountainous areas with special difficulties, are also eligible if they meet the prescribed conditions.
For the elderly, the age for receiving social allowances in this group is calculated from 60 years old if they are in difficult circumstances according to regulations. Elderly people from poor households, without people with obligations and rights to support or people who support and are receiving monthly social allowances may be entitled to the policy.
In addition to age groups, people with severe disabilities, especially severe disabilities, and people infected with HIV/AIDS from poor households can also receive allowances if they meet the conditions.
Monthly social allowance level
According to Decree 335/2026/ND-CP, the allowance level is calculated based on the standard social assistance level of 540,000 VND/month, multiplied by the corresponding coefficient.
Some notable benefit levels:
Children under 4 years old in special circumstances: 1.35 million VND/month.
Children from 4 years old belonging to this group: 810,000 VND/month.
People aged 16 and over who are children in particularly difficult circumstances but continue to go to school: 810,000 VND/month.
Children infected with HIV/AIDS from poor households: from 1.08-1.35 million VND/month, depending on age.
Poor single mothers raising children: 540,000 VND/month for each child being raised.
Elderly people from 60 to under 75 years old are subject to regulations: 810,000 VND/month.
Elderly people from 75 years of age or older are subject to regulations: 1.08 million VND/month.
Elderly people who have no place to rely on, are eligible to enter social assistance facilities but are cared for in the community: 1.62 million VND/month.
Severely disabled people: from 810,000 VND/month.
People with particularly severe disabilities: from 1.08 million VND/month.
Children under 3 years old from poor and near-poor households in particularly difficult areas: 810,000 VND/month.
HIV/AIDS infected people from eligible poor households: 810,000 VND/month.
Can you receive multiple allowances at the same time?
A person who is subject to multiple allowances with different coefficients will only receive the highest level.
However, there are exceptions for poor single mothers raising children. If they simultaneously belong to the group of elderly people, people with disabilities or people infected with HIV/AIDS as prescribed, these people may be entitled to both allowances for poor single mothers raising children and corresponding regimes of the remaining group.
Thus, there is no single age to be entitled to social allowances. The policy is applied according to each specific group of subjects and circumstances; in which the notable age milestones are under 16 years old, under 3 years old and from 60 years old.
