According to the Department of Construction, the whole province currently has 60 apartment buildings belonging to public assets. In which, the old Vinh Phuc area has 1 project at 8T Housing Area, Xuan Hoa ward; the old Phu Tho area has 6 projects at Hoa Phong - Viet Tri Apartment Area and 2 projects belonging to Viet Tri City Student Apartment Area.
In the old Hoa Binh area alone, there are 51 projects in Hoa Binh ward. Through evaluation, 1 project has quality at level 3, 6 projects at level 2 and the remaining projects at level 1.
In which, level 1 are projects with good quality, basically ensuring safety; level 2 is projects with some signs of degradation, which need to be monitored, inspected and repaired when necessary; level 3 is projects with notable degradation levels, which need to be inspected, evaluated and have appropriate handling plans.
Notably, House 8T in Xuan Hoa ward has been demolished. Hoa Phong apartment complex, the province has a policy to demolish the old apartment complex to implement the high-rise social housing project.
The Viet Tri City Student Apartment Complex is currently managed and operated by the Department of Construction. The project has 680 rooms, put into use since 2013, with a total investment of about 250.7 billion VND from government bond capital.
Faced with the above situation, in the afternoon of August 21, the Provincial People's Committee organized a conference to listen to the Department of Construction report proposing solutions to manage old apartment buildings that are public assets in the province.
The Department of Construction proposed to assign the Phu Tho Provincial Development Investment Fund to receive, manage and operate the Viet Tri City Student Apartment Complex.
For old apartment buildings in Hoa Binh ward, this agency proposes to authorize the Ward People's Committee to represent the owner and directly manage them.
Regarding this issue, Vice Chairman of Phu Tho Provincial People's Committee Vu Viet Van requested the Department of Construction to comprehensively review apartment buildings that are public assets, clarify the current status of management, use, construction quality and existing problems and obstacles to propose appropriate handling plans.
For old apartment buildings in Hoa Binh ward, assign the Department of Construction to study and advise the Provincial People's Committee to assign the Provincial Inspectorate to comprehensively review the management and use work.
The content focuses on clarifying issues related to land, assets, users, the situation of expansion and transfer, the collection and payment of house rent and existing problems arising through periods.
