Ho Chi Minh City affirms that the appendix circulating on social networks about the arrangement of wards and communes does not belong to official documents and shows signs of forgery.

On August 19, the Ho Chi Minh City Party Committee's Electronic Information Portal issued a warning about fake documents related to the arrangement of commune-level administrative units being spreading on social networks.

Previously, implementing the direction of the Party Committee of Ho Chi Minh City People's Committee in Official Dispatch No. 3927-CV/DU dated August 10, 2026 on continuing to study the plan to arrange commune-level administrative units in Ho Chi Minh City, the Office of Ho Chi Minh City People's Committee conveyed the opinion of Vice Chairman of Ho Chi Minh City People's Committee Nguyen Manh Cuong in Official Dispatch No. 20923/VP-VX dated August 13, 2026.

Accordingly, the Department of Home Affairs is assigned to preside over and coordinate with the City Party Committee's Organization Committee and relevant agencies and units to review administrative units that do not fully meet standards, conditions or have unreasonable issues arising during operation.

Based on the criteria, principles, conditions and procedures prescribed by the Central Government, relevant agencies shall study and develop adjustment plans if truly necessary, ensuring science, prudence, creating social consensus and not causing disruption.

The Department of Home Affairs is responsible for advising the Ho Chi Minh City People's Committee to submit to the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee to report to the Standing Committee of the City Party Committee for consideration and policy approval. Completion deadline before August 25, 2026.

Notably, on some social networking platforms, a copy of Official Dispatch No. 20923/VP-VX dated August 13, 2026 of the Office of the Ho Chi Minh City People's Committee is being circulated, accompanied by an appendix believed to be related to the plan for arranging commune-level administrative units.

On August 19, the Office of the Ho Chi Minh City People's Committee affirmed that Official Dispatch No. 20923/VP-VX issued by this agency does not have attached appendices as the content is spreading on social networks.

The Office of the Ho Chi Minh City People's Committee said that the appendix attached to the document circulating on social networks is not consistent with the document issued by a competent state agency, shows signs of forgery and is attached to Official Dispatch No. 20923/VP-VX.

Faced with the above situation, people need to be vigilant and proactively verify information from official sources; do not share or disseminate documents, appendices or information that has not been confirmed by competent authorities. This is to avoid causing public confusion and at the same time not to affect the process of researching and reviewing the plan to arrange commune-level administrative units in Ho Chi Minh City.

Ho Chi Minh City emphasized that the review is currently only carried out according to the City's direction, on the principle of only proposing adjustments when truly necessary, ensuring science, caution, creating social consensus and not causing disruption.
