An Giang - The situation of backlog of land certificate applications in the province still occurs at the commune and provincial levels.

Delegate Nguyen Thi Ngoc Bich, Delegation No. 27 of the Provincial People's Council (including communes: Vinh Binh, Vinh Phong, Vinh Thuan, U Minh Thuong) questioned and questioned what is the cause leading to the situation that land use right certificate applications are still prolonged in many localities? What are the fundamental solutions to completely handle this situation in the coming time?

Director of the Department of Agriculture and Environment of An Giang province Le Huu Toan said that through review, the situation of backlog of certificate issuance dossiers in the province still occurs at the commune level (mainly first-time issuance of certificates to individuals) and provincial level (first-time issuance to organizations, re-issuance, exchange for individuals using land).

According to statistics on the province's public service software, the number of dossiers received in the first 6 months of 2026 is 163,230 dossiers, 144,334 dossiers have been resolved, reaching 88.42%; 14,031 dossiers have not been resolved, accounting for 8.6%; 4,865 dossiers have been stopped for processing and waiting for supplementation and opinions, accounting for 2.98%.

Specific number of backlog dossiers: At the provincial level, there are 10,289 dossiers registered for changes, re-issuance and renewal of certificates, accounting for 6.72%. Of which, 10,003 dossiers are still within the time limit for resolution, accounting for 97.22%; 286 dossiers are overdue for resolution, accounting for 2.78%.

The commune level has 3,742 dossiers, mainly dossiers for first-time certificate issuance, accounting for 36.59%, of which 1,783 dossiers are still within the settlement period, accounting for 47.65%; 1,959 dossiers are overdue, accounting for 52.35%, this is a relatively high backlog rate.

Mr. Toan said that the first reason for commune-level backlog is due to changes in the conditions for issuing land use right certificates for cases without land use right documents according to the 2024 Land Law. The land database is in the completion phase, and dossiers for first-time certificate issuance with complex land use origins require a lot of verification time. The number of civil servants advising on state management of land at commune-level specialized departments is small, while they have to be in charge of many tasks.

Secondly, many registration dossiers with fluctuations, re-issuance, and slow re-issuance are verified and verified by Branches of the Land Registration Office, transferring cadastral information to tax authorities to determine financial obligations (2,676 dossiers have been resolved late and 286 dossiers are being resolved beyond the deadline for returning results), this is the main responsibility of the land registration office system.

Third, in the initial stage of applying VNPT-ILIS software to process, transfer dossiers, and operate the land database, there are still many errors that need to be overcome (network system errors, transmission lines, synchronization errors between the software and real-time...).

Fourth, the coordination in the process of resolving certificate issuance dossiers is not tight, and the responsibilities are not clear between commune-level specialized agencies, the Provincial Land Registration Office, and the Branch of the Land Registration Office with tax authorities; some roads and road sections are not included in the land price list but have not been updated in a timely manner, leading to a lack of tax base, causing dossiers to be congested.

Mr. Toan emphasized: "The Department will direct the settlement of 286 cases of backlog dossiers in August 2026, and at the same time not to let more delayed dossiers arise due to subjective reasons. The Department will accelerate the work of reviewing and enriching and cleaning up land data to be completed in August 2026 to create favorable conditions for the work of searching for land data and issuing land use right certificates to people to be faster".

In addition, organize inspection and supervision of the settlement of administrative procedures at the Branches of the Land Registration Office to promptly rectify shortcomings to better serve the people in the coming time. Mobilize and promptly handle officials and employees who have poor service attitudes to the people.
