Director of An Giang Department of Agriculture and Environment talks about backlog and prolonged land dossiers

An Giang - The Department seriously receives and shares the difficulties and grievances of the people regarding the settlement of administrative procedures related to land.

In the afternoon of July 28, the 4th session of the An Giang Provincial People's Council entered the question-and-answer session.

Delegate Danh Hoai Duy, Delegation No. 5 of the Provincial People's Council (Khanh Binh, Nhon Hoi, Phu Huu, Vinh Xuong communes) asked questions about voters' backlog and prolonged land dossiers. What are the reasons and how to definitively resolve these cases?

Director of the Department of Agriculture and Environment of the province Le Huu Toan said that the Department seriously receives the questioning opinions of delegates and shares the difficulties and grievances of people regarding the settlement of administrative procedures on land (mortgage registration dossiers) and current cadastral measurement dossiers.

For dossiers registered for cadastral measurement, there are backlogs of dossiers. In the first 6 months of 2026, the entire Land Registration Office system received a total of 20,716 dossiers, of which 13,032 dossiers were resolved, and 7,684 dossiers remained in arrears. The Tri Ton Inter-Commune Land Registration Office Branch alone received 443 dossiers registered for cadastral measurement, processed 332 dossiers, and 111 dossiers remained in arrears, accounting for 1.44% of the total number of dossiers extracted from the Land Registration Office system.

Mr. Toan said that the reason for the backlog of measurement records of the Land Registration Office system is that some officials are not proactive in performing assigned tasks. Land users do not fully invite adjacent households during the measurement process, leading to prolonging the time for public posting notices. The land database in the province is in the completion phase, many land plots currently in actual use have errors compared to previous cadastral records (overlapping boundaries, encroachment on boundaries, wrong land users...) and need time to verify.

There is a situation where officials participate in mapping business activities, or cooperate in business with external mapping businesses, showing signs of harassment, causing difficulties in orienting people to use the services of related businesses, creating unhealthy competition.

The Director of the Department of Agriculture and Environment also emphasized that the Department directed the Land Registration Office to develop a plan to definitively resolve 7,684 land survey registration dossiers still outstanding in the fourth quarter of 2026.

The Land Registration Office is responsible for mobilizing personnel of branches in the direction that branches with few dossiers will be transferred to support branches with many dossiers for support; establishing a working group to support branches with a large number of backlog dossiers such as Hon Dat, Rach Gia, Go Quao, Chau Phu; strengthening the inspection of cadastral measurement activities of branches to ensure achieved results according to the set plan.

Currently, to improve the quality of measuring service provision, strictly manage measuring records as well as the processing time and responsibilities of officials when performing tasks, the Provincial Land Registration Office has coordinated with VNPT An Giang to build measuring record management software, operating on the Internet, people can submit online measuring registrations, know which official is in charge of their records, implementation time and result return time. The software has basically been completed and is being piloted at some Branches of the Land Registration Office in communes, wards, and special zones. In the fourth quarter of 2026, the Provincial Land Registration Office will organize the evaluation, acceptance of the software and put it into application throughout the province in early 2027.

Regarding the dossiers of voters in Khanh Binh commune that delegates reflected, the Department has directed the Provincial Land Registration Office to inspect and clarify the responsibilities of organizations and individuals involved in resolving the delayed dossiers that delegates reflected, and report in August 2026 to the Provincial People's Council, Provincial People's Committee and delegates to exchange with voters.
