The Ministry of Construction has just issued a telegram requesting affiliated units and Departments of Construction in localities to deploy plans to respond to the risk of heavy rain, flash floods, landslides in the North, North Central Coast and tropical depressions in the East Sea.
According to the National Center for Hydro-Meteorological Forecasting, from the night of August 17 to the end of August 21, the Northern and North Central regions, from northern Quang Tri and northward, may experience heavy rain with common rainfall of 150 - 300mm, locally over 450mm.
On the morning of August 18, the low pressure area in the eastern sea area of the Northern East Sea strengthened into a tropical depression, with the strongest wind near the center being level 6, gusting to level 8.

This is a widespread heavy rain, expected to last immediately after consecutive rains. Risk of flooding on upstream rivers and streams, flooding in low-lying and urban areas; flash floods, landslides in midland and mountainous areas. At sea, there is a possibility of tornadoes, thunderstorms accompanied by strong gusts of wind.
Proactively ensure traffic when natural disasters occur
The Ministry of Construction requests the Vietnam Road Administration and local Departments of Construction to direct inspection, review, and deploy plans to ensure traffic safety on roads assigned to management when there are natural disaster situations.
Units must promptly overcome landslide and cut-off traffic routes, ensuring smooth traffic, especially key national highways and main traffic axes.
At the same time, it is necessary to ensure safety for people, construction equipment and construction items under construction, especially in areas prone to landslides, mountainous areas, where flash floods and landslides often occur.
Road Management Areas are required to coordinate with the Department of Construction and local functional forces to organize duty, traffic diversion, assign people to guard, plant buoys, barriers, and signals at locations where roads are deeply flooded, underground spillways, and roads are broken or landslides.
The Ministry of Construction requests absolutely not to allow people and vehicles to enter dangerous locations; and at the same time prepare vehicles, materials, equipment and manpower to be ready to overcome the consequences of rain and floods, ensuring smooth traffic in the fastest time.
For railways, the Vietnam Railways Authority and Vietnam National Railways Group are required to strictly implement patrol and guard regimes at key projects, locations and key areas.
Units must pay attention to weak bridges and roads, areas prone to flooding, places where flash floods often occur, steep mountain passes with risk of rockfalls, landslides and railway areas downstream of dikes, irrigation dams, and reservoirs.
The railway industry must focus on vehicles, materials, equipment and human resources to be ready to overcome the consequences of rain and floods, and at the same time develop plans to stop trains, extend trains, increase trains, and transfer passengers when rain and floods cause flooding and landslides, causing trains to stop.
Strictly control ship and boat activities
The Vietnam Maritime and Waterway Administration is requested to urgently deploy a plan to regulate and control traffic to ensure traffic safety and be on duty to prevent collisions at key bridges on the national inland waterway route.
The Maritime and Inland Waterway Port Authorities must coordinate with specialized agencies and local authorities to closely monitor the operation of vehicles, especially tourist ships and boats in bays, coastal areas, and islands.
Units must strictly manage vehicles going out to sea, organize counting, and notify vehicle owners and captains about the developments of the tropical depression to proactively prevent, escape, or not move into dangerous areas.
Inland waterway management and maintenance units are required to promptly recover buoys and signals before floods arrive or when receiving flood discharge notices; redeploy the buoy and signal system immediately after floods.
The Vietnam Maritime Search and Rescue Coordination Center must prepare forces and vehicles to participate in rescue and relief when ordered.
Vietnam Maritime Electronic Information Co., Ltd. is requested to direct the coastal information station system to closely monitor, continuously update and broadcast timely information about the location, developments, and direction of movement of tropical depressions, tornadoes, and strong gusts of wind to guide ships and boats to proactively prevent them.
The Ministry of Construction requests heads of agencies and units to closely monitor the developments of heavy rain, flash floods, landslides and tropical depressions; review response scenarios, prepare forces, vehicles and response plans, rescue and relief when situations occur, absolutely not to be negligent or subjective.
Agencies and units must organize 24/24 hour duty and report to the Civil Defense Command of the Ministry of Construction.
