On the morning of September 11, a column of black smoke appeared in an area with many high-rise apartments in Phap Van Urban Area, Hoang Mai District (Hanoi), along with information about a fire at apartment building N02 Phap Van.
Immediately afterwards, Hoang Mai District Police denied this false information and said that the incident was just a factory fire.
Accordingly, on the same morning, a fire broke out at the mechanical workshop of the Construction Electromechanical Equipment and Materials Joint Stock Company (No. 9 Ngoc Hoi, Hoang Liet Ward, Hoang Mai District).
The fire area has a total area of 40m2, 1 floor is built with a steel frame and corrugated iron roof. This factory is empty, unused, with no equipment or materials inside. The fire area is about 9m2.
Upon receiving the information, immediately, local forces including local residents, inter-family groups, militia, and Hoang Liet Ward Police participated in the initial fire fighting. The local Fire Prevention and Fighting Force used portable fire extinguishers and wheeled fire extinguishers to initially put out the fire, preventing it from spreading.
At the same time, Hoang Mai District Police dispatched 2 fire trucks and 12 officers and soldiers to coordinate with 2 vehicles of Fire Fighting and Rescue Team No. 5 (Hanoi City Police) to quickly extinguish the fire immediately afterwards.
Initial assessment, the cause of the fire was due to an electrical short circuit in the electrical cabinet located near the factory door. The fire did not cause any human casualties.
Through fire safety inspection, the authorities urged the facility to overcome existing issues according to Resolution No. 05/2022/NQ-HDND of the Hanoi City People's Council.
At the time of the incident, the facility had temporarily suspended operations of a number of warehouse and workshop items to come up with a solution.
