After 5 years of implementing the Law on Anti-Corruption, only counting corruption cases, Bac Lieu has investigated 33 cases, 50 defendants; after completing the investigation, the People's Procuracy proposed to prosecute 26 cases, 43 defendants; temporarily suspended 2 cases, suspended investigation of 1 case, and is investigating 4 cases. The People's Courts at 2 levels have handled 23 cases, 38 defendants.
Compared to before the promulgation of the 2018 Law on Anti-Corruption, all sectors and levels have emphasized the role and responsibility of each individual, especially the heads of agencies, organizations and units. The activities of specialized anti-corruption agencies are more proactive, positive and effective.
The Provincial People's Committee and the Chairman of the Provincial People's Committee focus on directing departments, branches, units and localities to synchronously and seriously implement measures to prevent corruption and negativity; promptly detect and strictly handle corruption cases and cases. Every year, there is a summary, publicity and transparency of the activities of agencies, organizations and units, especially income and asset declaration, etc.
However, according to the assessment of the People's Committee of Bac Lieu province, the publicity and transparency of agencies, organizations and units as prescribed by the Law on Anti-Corruption are still not implemented well in many places. The reason is that the leaders lack attention and close direction; self-inspection and supervision work is not carried out regularly; the capacity of some officials doing advisory work on anti-corruption and negativity is still limited.
Typically, there are cases discovered many years ago, such as the case of signs of embezzlement at Sao Bien Kindergarten (Dong Hai district, Bac Lieu province). The principal is said to have received funding from a dairy company from 2016 to 2019. The district inspectorate discovered it, but it was not until 2024 that the case was prosecuted. Before that, the principal was not disciplined by the Party or the government. The case was also removed from the list of corruption accusations in 2021, but was prosecuted 3 years later. This caused bad public opinion, including the violators and the accusers.
After 5 years of implementing the Law on Anti-Corruption, Bac Lieu has proposed many policies and measures to prevent, detect and strictly handle corrupt and negative acts; measures to prevent corruption and negative acts have been implemented synchronously, gradually taking effect and achieving many important results. Many serious corruption cases and cases involving a number of officials with positions and powers have been discovered, investigated and strictly handled in accordance with the provisions of the law, receiving public support.
