According to the decision, Bac Ninh Provincial People's Committee allows Hanoi Ring Road 4 Expressway Joint Stock Company to construct Hoai Thuong bridge across the Duong River.
Locations at: Approximately K40+250 left Duong dyke, Chi Lang commune and K36+400 right Duong dyke, Mao Dien ward and Dong Cuu commune, Bac Ninh province.
The bridge has a total length of 1,095m, and a main bridge deck width of 24.5m.
The construction time is from the time of the permit decision and completion according to the project progress; in which it is not allowed to excavate or cut to construct items within the dike protection scope during the rainy and flood season (from May 1 to October 31 every year).
Bac Ninh Provincial People's Committee requests that during construction, it is necessary to regularly monitor the developments of dykes and riverbanks at the construction site and the upper and lower reaches of the bridge. If dykes and riverbanks are found to show signs of unsafety (erosion, cracks, subsidence, deformation,...), construction must be stopped, and timely reports to functional agencies for handling to ensure safety.
The investor, construction unit and management and use unit are responsible for promptly repairing and overcoming incidents and damages to dykes caused by construction, exploitation and operation of works.
Develop, approve and implement a plan to ensure the safety of dykes and works during the rainy and flood season in accordance with the law.
Bac Ninh Provincial People's Committee also assigned the Department of Agriculture and Environment to be responsible for directing, inspecting, and supervising the implementation of the investor and other requirements of the Ministry of Agriculture and Environment; reporting to the Chairman of the Provincial People's Committee before organizing construction; proposing the Provincial People's Committee to revoke the Permit Decision if violations of the law on dikes occur, not complying with the content of approval during the survey process.
It is known that Hoai Thuong bridge is one of the key traffic infrastructure items located on Ring Road 4 - Capital Region, playing an important link connecting the traffic network between Bac Ninh province and Hanoi Capital.
This is a key component project to help close Ring Road 4, creating motivation for economic development for the entire region.
