Permanent Vice Chairman of the People's Committee of Bac Ninh province, Dao Quang Khai, has just signed and issued document No. 402/UBND-XDCB on consulting with the Ministry of National Defense and the Ministry of Public Security on the proposal to adjust the Ho Town Western Residential Area Construction Investment Project (phase II) (now Ho Ward, Thuan Thanh Town) of Dabaco Vietnam Group Joint Stock Company.
Accordingly, the project has a land use scale of nearly 123,000 m2; the total estimated investment capital after adjustment is 257,523,659,000 VND.
Phase 1 The project has completed the technical infrastructure; phase 2 of the construction of houses with rough construction completes the frontage with 77 plots of land from the third quarter of 2025 to the third quarter of 2027.
According to the reporter's research, Dabaco Group was established in 1996, formerly known as Ha Bac Agricultural Products Company, a large and long-standing livestock enterprise in the North.
Currently, Dabaco is in the top 10 largest animal feed manufacturing enterprises in the country.
This group also invests in building infrastructure for industrial parks, urban areas and real estate business.
According to the conclusion of the Inspectorate issued by the Government Inspectorate last April, the Dabaco Park View apartment project (Bac Ninh City) invested by Dabaco Group, with a total investment of 678 billion VND, was not implemented in accordance with the provisions of the Law on Urban Planning.
According to the Bac Ninh Urban Master Plan approved by the Prime Minister, the location of the land is public land but the People's Committee of Bac Ninh province approved it as commercial, service, office and apartment land for sale. This is not in accordance with the provisions of the Law on Urban Planning.
The Government Inspectorate requested the Ministry of Construction and the People's Committee of Bac Ninh province to review and clarify the responsibilities of relevant groups and individuals in allowing the above violation to occur.
In September 2024, the Inspectorate of Bac Ninh province also issued a conclusion on the inspection of compliance with policies and laws for the Dabaco Lac Ve Housing Construction Investment Project, in Lac Ve commune, Tien Du district (Bac Ninh province).
Thereby, some shortcomings and problems in investment, construction, housing, land, construction order, real estate business, and financial obligations to the state were discovered.
In June 2024, Dabaco Group was also inspected and recorded as an administrative violation of "Putting the construction part, construction items, and construction works into use before acceptance" at the Dabaco Khac Niem social housing project (Bac Ninh City).
