In the document responding to voters' opinions before and after the 21st session, the People's Council of the 10th City, Da Nang announced information on the results of investment and exploitation of the parking system in the area, including 2 smart parking lots and 24 temporary investment parking lots, along with 55 parking bays. In particular, the two smart parking lots at 255 Phan Chu Trinh (124 seats) and 166 Hai Phong (173 indoor seats and 63 outdoor seats) are equipped with modern technology such as a semi-automatic parking system in the form of Puzzle parking. While the parking lot in Phan Chu Trinh has achieved high efficiency with a monthly ticket capacity of 100% and an average of 464 vehicles/month, the parking lot in Hai Phong has not met expectations, reaching only 46.4% of monthly ticket capacity.
The reason is that service prices at smart parking lots are still high compared to the general level. Calculating prices by the hour instead of by the turn like traditional parking lots makes long-term parking costs expensive. However, compared to other cities such as Hanoi, service prices in Da Nang are still lower.
In addition, temporary investment parking lots, although partly meeting demand, still have many limitations in facilities and lack of roofs to cover the rain and sun. Some parking lots have low occupancy rates, only reaching 30-40%.
The habit of people parking on the road for free, near the right place is also a reason why parking lots have not been fully exploited.
Therefore, the Department of Transport of Da Nang has been inspecting and handling violations of illegal parking, adding directional signs, adjusting service prices to suit the market, and expanding the types of vehicles that are kept for parking lot 166 Hai Phong. For parking lots in general, this unit has adjusted the monthly parking rate, developed a new service price plan (reduced prices by time block, no hourly increase), coordinated with districts to strengthen the handling of violations of sidewalk order and traffic safety, propagated the operation of parking lots, encouraged investment in upgrading infrastructure at temporary parking lots.
The Department of Transport is also proposing that the City People's Committee allow the hiring of a consultant for car parking service price appraisal to submit for approval, to ensure the reasonableness and feasibility of new price options.
