Due to the rearrangement and reorganization of the apparatus, including not organizing district-level government, Quang Ninh province has a policy to temporarily transfer the status quo management boards of relics and scenic spots located in many communes and wards to specialized state management agencies. After the Central Government has a policy on this issue, the province will implement a specific arrangement plan.
Currently, in Quang Ninh province, a number of management boards of relics and scenic spots are located in many communes and wards, including: Yen Tu National Monument and Forest Management Board under the People's Committee of Uong Bi City and the Tran Dynasty Relic Site Management Board in Dong Trieu under the People's Committee of Dong Trieu City.
For district-level public service units, the operating model will remain the same at the present time and provincial-level units will be responsible for general management.
For the District Construction Investment Project Management Board, complete the transfer to the Provincial Project Management Boards before May 15. On that basis, review the list of projects and develop a specific implementation roadmap to ensure the progress of public investment disbursement in 2025.
According to the plan, districts, towns and cities of Quang Ninh will post the list of voters before April 6, 2025; complete the Project on arranging commune-level administrative units to the local Department of Home Affairs for synthesis before April 12, 2025; organize the collection of voters' opinions before April 19, 2025; approve the People's Councils at district and commune levels before April 21, 2025.
Quang Ninh province will report to the Government on the Project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 2 levels before May 1, 2025.
It is expected that the 2-level local government model of Quang Ninh will officially come into operation from July 1, 2025.
