The People's Committee of Bac Ninh province has just issued a Decision on temporarily ranking the Bac Ninh Provincial Traffic and Agricultural Project Management Board.
The decision clearly states that the Bac Ninh Provincial Traffic and Agricultural Project Management Board is temporarily ranked II (two).
This decision takes effect from the date of signing.
Heads of agencies: Provincial People's Committee Office, Department of Home Affairs, Department of Finance, Provincial State Treasury, relevant agencies and units and the Bac Ninh Provincial Traffic and Agricultural Project Management Board are responsible for implementing this Decision.
According to the reporter's investigation, the Bac Ninh Provincial Traffic and Agricultural Project Management Board was established on February 14, 2025 on the basis of merging the Bac Ninh Traffic Construction Project Management Board and the Bac Ninh Agricultural and Rural Development Project Management Board.
The current Director of the Bac Ninh Provincial Traffic and Agricultural Project Management Board is Mr. Nguyen Xuan Duong (previously Mr. Duong was Director of the Bac Ninh Department of Finance).

The Bac Ninh Provincial Traffic and Agricultural Project Management Board (BQLDA) is a public service unit under the Bac Ninh Provincial People's Committee, subject to the direct direction of the Provincial People's Committee, with legal status, its own seal and account at the State Treasury and the Bank according to the provisions of law.
The Board has the task and authority to exercise the rights and obligations of investors; rights and obligations in managing construction investment projects; rights and obligations of consulting contractors in project establishment and construction investment project management.
Article 4 of Circular 70/2024/TT-BTC stipulates the classification of Project Management Boards (PMs) using state budget capital as follows:
Group I Management Board, including: Investors organizing project management, Management Board established by investors in accordance with the provisions of law (except for specialized Management Board, regional Management Board which is a public service unit).
The Group II Management Board, including: Specialized Management Board, Regional Management Board is a public service unit established in accordance with the provisions of the law on public service units.
