The Ministry of Agriculture and Environment has just issued a telegram on the urgent deployment of tasks to respond to storm No. 10. The dispatch clearly stated that, implementing the direction of the Prime Minister in Official Dispatch No. 173/CD-TTg dated September 26, 2025 and the direction of Deputy Prime Minister Tran Hong Ha at the meeting on the morning of September 27, 2025, to respond to storms and floods after storms, the Minister of Agriculture and Environment requested the People's Committees of provinces and cities to deploy a number of urgent tasks as follows:
Urgently call on ships to safe shelter or move out of dangerous areas; complete the sea ban before 5:00 p.m. on September 27, 2025.
Organize the arrangement of anchoring boats at shelters; evacuate people on boats, cages, guardrails, aquaculture areas, coastal areas, low-lying areas, high-risk areas with deep flooding to safe places; complete before 3:00 p.m. on September 28, 2025.
Deploy specific plans to ensure the safety of the dike project under construction, with key points according to the "4 on-site" motto, especially at the locations: Con Tron sea dike, Hai Thinh, Thinh Long embankment (Ninh Binh); Quang Nham sea dike (old Quang Xuong district), Hai Binh sea dike (old Tinh Gia district); Dien Thanh sea dike, Quynh Tho dike, Long - Thuan dike (Nghe An); Nghen left dike, Cam Nhuong embankment, Hoi Thong dike (Ha Tinh); Vinh Thai sea dike (Quang Tri).
Direct lake owners and relevant agencies to urgently operate water discharge to reserve flood receiving capacity according to regulations, especially lakes in the Ma River and Ca River basins; organize forces and means to be ready to regulate to ensure safety of works and downstream in all situations.
Immediately deploy forces and equipment to ensure communication work to serve smooth direction and operation before, during and after storms and floods, paying special attention to mountainous areas at high risk of isolation.
Prepare forces, materials, and means in vulnerable areas to handle at the first hour according to the "4 on-site" motto, in which special attention should not be cut off or interrupted in traffic; do not let food, drinking water, and essential necessities lack during the time of responding to storms and floods after storms.
The agency seriously and regularly reports to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
Quang Ninh temporarily suspends licensing of ships at sea
Quang Ninh requested to temporarily suspend the licensing of ships at sea from 6:00 p.m. on September 27, 2025. Vehicles urgently returned to the safe anchorage before 9:00 p.m. the same day.

In response to the complicated developments of storm No. 10, the Quang Ninh Provincial Civil Defense Command requested competent agencies and units to temporarily suspend the licensing of vessels and marine tourism services from 6:00 p.m. on September 27, 2025 to ensure safety.
Accordingly, the Department of Construction, the Quang Ninh Maritime Port Authority, the Inland Waterways Port Authority, the People's Committees of communes, wards, and coastal special zones temporarily suspended licensing for watercraft that were not qualified to go to sea; temporarily suspended licensing of sightseeing and accommodation activities at sea.
Vehicles operating offshore can be considered for permission to move to anchorage and shelter, but must be completed before 9:00 p.m. on the same day.
