In which, the method of taking advantage of social networks to advertise recruiting workers to go abroad for light work, high salaries, simple procedures (only need to provide personal papers, passports...); fast exit time; instructions on how to declare to avoid detection by functional agencies; promising to continue organizing to go abroad when being refused entry or deported; the process of contacting and negotiating with customers often uses junk SIMs, through anonymous social network accounts, direct money transfer and receipt transactions (no receipt or written agreement showing the collection of money to go to work abroad, deposits to prevent escape...) or through bank accounts in other people's names, through intermediary money transfer services...
According to Hanoi City Police, the above acts and tricks may violate Article 349 of the 2015 Penal Code (amended and supplemented in 2017) on the crime of organizing and brokering others to flee abroad or stay abroad illegally or Article 347 on the crime of violating regulations on illegal entry and exit.
In particular, citizens who are exploited for illegal entry and exit will face many risks such as becoming illegal residents, not enjoying health and social security policies; not being protected by legal authorities when disputes arising with labor-using establishments, causing difficulties in consular work when legal issues occur; people going abroad illegally through organizational lines even risk being affected in their lives during migration, being exploited for fraud and appropriation of property, easily becoming victims of trafficking, labor exploitation, being forced to commit crimes or becoming sex slaves, threatening serious harm to health and spirit without being protected by the law of the host country.
To prevent and avoid becoming victims for subjects to take advantage of, the Immigration Management Department, Ministry of Public Security recommends that people need to learn, raise awareness and comply with the provisions of law on immigration; be vigilant, grasp and identify the methods and tricks of subjects and lines organizing for others to exit, illegally migrate, trade in human beings and the consequences and consequences of exiting, escaping to stay abroad to reside and work illegally, and not let bad subjects seduce and lure them.
When there is a need to go abroad, people need to contact competent authorities, reputable travel and labor export companies with international travel permits, take workers to work abroad for advice and guidance on procedures; do not listen to and follow brokers and organizations.
For victims, it is necessary to eliminate the psychology of inferiority, fear of retaliation, fear of affecting their honor, so they do not report, making it difficult for functional agencies in verifying and resolving related cases.
