From the beginning of July 2026, many violations in the field of road traffic and urban order in Hanoi will be fined at a level 1.5 to 2 times higher than the general regulations. Notably, acts of illegally using roads and sidewalks for markets, food service business, displaying goods, washing cars... may be fined up to 12 million VND.
In order to ensure security, order, and social safety in the Capital, the Capital Law 2026 allows the Hanoi City People's Council to stipulate higher administrative violation penalties but not more than 2 times the general penalty level prescribed by the Government for a number of fields, including: culture, advertising, land, construction, fire prevention and fighting, food safety, road traffic, environmental protection, security, order and social safety.
To concretize this regulation, the Hanoi City People's Council has issued Resolution No. 56/2026/NQ-HĐND stipulating the level of fines for a number of administrative violations in the fields of security, order, social safety and road traffic related to urban order in the city.
According to Article 3 of Resolution No. 56/2026/NQ-HDND, there are 28 administrative violations subject to higher penalties, equal to 1.5 times or 2 times the general penalty level prescribed by the Government.
In which, 24 acts in the field of security, order, and social safety are subject to higher penalties than regulations in Decree No. 282/2025/ND-CP; 4 acts in the field of road traffic are subject to higher penalties than regulations in Decree No. 168/2024/ND-CP.
The Resolution also stipulates that the person with sanctioning authority under Decree No. 282/2025/ND-CP, Decree No. 168/2024/ND-CP and Decree No. 189/2025/ND-CP is entitled to exercise sanctioning authority corresponding to the violations mentioned in Resolution No. 56.
The above-mentioned fine level is applied to individuals. In case the organization performs the same administrative violation, the fine level is 2 times the fine level for individuals.
