The Secretary of the Provincial Party Committee of Lào Cai and the delegation have inspected the implementation and difficulties, obstacles in implementing the Project to upgrade and improve the road connecting from Làng Giàng Bridge to National Highway 70 on the territory of Bảo Thắng District.
This is one of the key transportation projects of Lào Cai Province and Bảo Thắng District with a total investment of over 236 billion VND, a total length of 13.25 km (starting point at Lượt Intersection, Thái Niên Commune, ending point at Km106+200, Provincial Road 154, Phong Niên Commune).
The road is designed with a scale of mountainous road level IV, with a roadbed width of 7.5m, a road surface width of 5.5m. The project has 1 bridge section, Cốc Sâm Bridge, 15m long and 9m wide.
According to the report of the investor, to date, the contractor has completed the Cốc Sâm Bridge and implemented 5 km/13.25 km of asphalt road, 8.65 km/13.25 km of foundation gravel; completed the K95 roadbed and drainage across the sections Km0+200 - Km5+00, Km6+000 - Km9+000, Km10+000 - Km12+800, and Km12+950-Km13+170. The total value of disbursement to date is nearly 148 billion VND, reaching 62.6% of the total investment.
The project has a total of 255 households affected, with 12 households still refusing to hand over the land to facilitate the implementation of the project.
To ensure the construction progress, the Management Board of the Provincial Transportation Project is urging the contractor to allocate additional machinery, equipment, personnel, and materials to take advantage of favorable weather conditions to work overtime and increase the number of shifts to complete the project's components within the cleared land area.
At the same time, the Management Board is required to establish a detailed construction progress schedule by week and month, and commit to completing the project before October 30, 2024.
The Secretary of the Provincial Party Committee of Lào Cai, Đặng Xuân Phong, has requested that the provincial departments, sectors, and localities closely cooperate with the investor and the construction units to focus on resolving the difficulties and obstacles, particularly in land clearance, to ensure the progress of the project implementation.
The construction units are required to mobilize maximum personnel, machinery, equipment, and vehicles to implement the projects and ensure the progress according to the planned schedule.
In addition, the localities are required to strengthen propaganda and mobilization to help people understand the purpose, significance, and benefits of the projects, creating high consensus in land clearance, and facilitating the construction units' work. In land clearance, the support for resettlement of households must be ensured to be fair, transparent, and beneficial to both the state and the affected households.
Earlier, Lao Động Newspaper had a report on the slow progress of the Project to upgrade and improve the road connecting from Làng Giàng Bridge to National Highway 70, which has caused inconvenience to local residents.
Notably, every time it rains, the water on the road flows rapidly into the houses of residents in Thái Niên Commune, causing flooding and carrying various types of waste, soil, and sand into the houses.
The reason for the delay in relocation of households is due to the lack of agreement on compensation and the issue of resettlement arrangement.
"The authorities have taken back the land at a price of 23,000 VND/m2, but they are selling the resettlement land at a price of 6.9 million VND. Therefore, we have received compensation but it is not enough to buy the land, let alone build a house," a resident of Thái Niên Commune said.
