On January 2, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen chaired a working session to prepare for the Conference to announce the Government's decision to issue the Action Plan to implement Conclusion No. 47-KL/TW of the Politburo on building a regional and international financial center (TTTC) in Vietnam.
The conference is scheduled to take place on January 4 in Ho Chi Minh City, organized by the Ministry of Planning and Investment in coordination with the Ho Chi Minh City People's Committee and the Da Nang City People's Committee.
According to Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, the Steering Committee for the construction and development of the international financial center in Ho Chi Minh City will be headed by Secretary of the City Party Committee Nguyen Van Nen, with 29 members from relevant agencies and departments.
Mr. Phan Van Mai emphasized that building an international financial center is a new, challenging task but has important strategic significance, and is expected to become a new development driving force for the city.
To achieve the goal, departments and branches need to proactively propose mechanisms and policies related to infrastructure, human resources, organizational structure, and favorable investment environment for investors.
"The five important factors are policy mechanisms; investment in infrastructure; human resources; organizational structure and investment environment in the most favorable direction for investors," said Mr. Phan Van Mai.
Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen affirmed that the establishment of the TTTC will bring many practical benefits to Ho Chi Minh City and local businesses.
TTTC not only helps increase access to international capital but also facilitates the expansion of links in infrastructure sectors such as urban railways, beltways, and seaports, while promoting the attraction of high-quality human resources.
Mr. Nguyen Van Nen also noted that the development of specific policy mechanisms needs to be considered at a strategic level, ensuring consistency, creating spillover effects for related fields, and opening up greater development prospects for the city.
The Secretary of the Ho Chi Minh City Party Committee requested that agencies and sectors urgently develop regulations and action plans for the Steering Committee. At the same time, it is necessary to prepare detailed documents to submit to the National Assembly at the meeting in May 2025 as requested by the Government.
Ho Chi Minh City will implement international cooperation programs to train short-term human resources at major financial centers around the world, prepare modern facilities, and build a roadmap for synchronous infrastructure development.
