On December 9, at the 20th session of the Ho Chi Minh City People's Council, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen shared important information about the work of perfecting and streamlining the administrative apparatus in the coming time.
Speaking at the meeting, Mr. Nguyen Van Nen emphasized that Ho Chi Minh City in particular and the whole country in general are entering an important historical period. After 50 years of unification and development, Vietnam is now preparing to enter an era of growth.
“The Central Committee has set out strategic tasks, in which streamlining the apparatus is a necessary breakthrough. This is an urgent issue, and doing it soon will benefit the people and the country,” Mr. Nguyen Van Nen emphasized.
Mr. Nguyen Van Nen also pointed out that streamlining the apparatus is not only a requirement but also a responsibility of the entire political system. From the central to local levels, everyone must proactively and synchronously implement it, no one waits for anyone else.
The Secretary of the Ho Chi Minh City Party Committee affirmed that the spirit of implementation is "running and lining up at the same time," ensuring urgency but not causing disruption. The arrangement must maintain stability and smoothness in work, avoiding interruptions or vacancies in responsibilities in localities and fields.
Mr. Nguyen Van Nen said that the Ho Chi Minh City Steering Committee has discussed and agreed on a specific implementation plan, and at the same time requested all levels to seriously implement the projects according to the Central Government's direction.
However, Mr. Nguyen Van Nen also emphasized that during the implementation process, Ho Chi Minh City needs to closely follow scientific basis and carefully study specific factors to ensure effectiveness.
“We must proactively calculate and take responsibility for the arrangement, so that the new apparatus can operate better and more effectively. We cannot blame the restructuring for affecting this or that,” said Mr. Nguyen Van Nen.
During the reorganization process, the Secretary of the Ho Chi Minh City Party Committee said that there would be individuals affected, but this impact would be of great significance for the common good of the country.
“Accepting a change of position, even leaving a position for the country to develop is also a meaningful thing to do. When national interests are put first, personal or organizational problems will no longer be a big obstacle,” Mr. Nguyen Van Nen affirmed.
Ho Chi Minh City has set the theme for 2025 as: "Focusing on streamlining the organization to be lean - strong - efficient - effective - efficient; promoting digital transformation; Resolution No. 98 of the National Assembly; fundamentally resolving the difficulties and backlogs of Ho Chi Minh City".
Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen emphasized that the city's GRDP growth target is over 10% by 2025, requiring the entire political system to be determined and seek feasible solutions to realize this goal.
Mr. Nguyen Van Nen affirmed that the goal is not adventurous or voluntaristic, but is built on a practical basis, requiring solutions and efficiency to achieve sustainable economic growth.
The Secretary of the Ho Chi Minh City Party Committee also noted that promoting growth must be associated with improving the efficiency of resource use, improving social security and improving the quality of life for people.
Mr. Nguyen Van Nen emphasized the need to focus on the budget, promote the disbursement of public investment capital and complete key projects on the occasion of the 50th anniversary of national reunification. This will be an important stepping stone, creating a foundation for Ho Chi Minh City to enter a new era of national development.
According to the direction of streamlining the apparatus of Ho Chi Minh City, the government will merge 11 departments into 5 departments and terminate the operation of 2 departments. At the same time, a number of other administrative agencies under the Ho Chi Minh City People's Committee will be rearranged.
For the Party bloc, there will be 27 affiliated party committees, a reduction of 24 party committees compared to the present.
