Ho Chi Minh City Party Committee agrees on plan to streamline apparatus

Ho Chi Minh City agreed to reduce nearly 50% of Party Committees under the City Party Committee and nearly 30% of specialized agencies under the People's Committee.

On the morning of December 28, the Ho Chi Minh City Party Committee held the 35th Conference of the Ho Chi Minh City Party Executive Committee, term XI, 2020 - 2025.

At the conference, the draft Project to reorganize and streamline the organizational apparatus of the city's political system was presented for discussion and completion before being submitted to competent authorities for approval.

Specialized advisory agencies to assist the City Party Committee: Reduced from 6 agencies to 5.

Party committees under the Ho Chi Minh City Party Committee: Reduced from 51 party committees to 27 party committees, equivalent to a reduction of nearly 50% (including 22 district party committees, Thu Duc City party committees and 5 grassroots party committees). At the same time, ended the activities of 11 party delegations and 3 party executive committees.

Professional, administrative and public career agencies of Ho Chi Minh City:

- Specialized agencies reduced from 21 to 15, equivalent to a reduction of nearly 30%.

- Proposal to continue implementing the pilot project to establish a Department of Food Safety according to Resolution No. 98/2023/QH15, not included in this arrangement.

- Administrative agencies reduced from 8 to 2.

- Public service units reduced from 35 to 32.

In addition, the arrangement of city press agencies will follow a suitable model, closely following Decision No. 362/QD-TTg of the Prime Minister and the Central Government's guiding viewpoint.

At the district level, after the reorganization, a specialized agency will be reduced to advise and assist the Party Committee. The People's Committee of Thu Duc City will reduce from 16 specialized departments to 14, while the districts will reduce from 12 specialized departments to 10.

Agencies and units in the Ho Chi Minh City political system are also required to proactively review and develop plans to reorganize and streamline their apparatus. The goal is to reduce 15% of internal contacts and have a roadmap to reduce staff according to regulations.

The conference expressed high agreement with the viewpoints, goals and solutions proposed in the Project, and emphasized that implementation must closely follow the direction and orientation from the Central Government, while taking into account the specific characteristics of Ho Chi Minh City.

Heads of agencies and units will be responsible for reviewing and developing internal reorganization plans. Once completed, agencies need to review and supplement regulations on functions, tasks, and organizational structure to ensure that no tasks are missed.

Ho Chi Minh City will also study and propose reasonable, fair and satisfactory regimes and policies for cadres, civil servants, public employees and workers in the reorganization. The management of payroll will also be strictly implemented, closely linked to the job position project and digital transformation.

After the conference, the Standing Committee of the Ho Chi Minh City Party Committee will direct the completion of the Project to submit to competent authorities in accordance with regulations.
