Ho Chi Minh City Secretary warns of the risk of losing staff if 20,000 public real estates are not well managed

HCMC - After the merger, the city will manage about 20,000 public assets worth hundreds of billions of USD. If not managed well, there is a risk of violations, leading to the loss of staff.

That is the warning given by Ho Chi Minh City Party Secretary Tran Luu Quang at the Conference summarizing the work of preventing and combating corruption, waste and negativity during the 13th Party Congress, organized by the Ho Chi Minh City Party Committee on the morning of November 11.

Concluding the conference, Ho Chi Minh City Party Secretary Tran Luu Quang emphasized three core principles in the work of preventing and combating corruption, waste and negativity: Resolutely; prevent more than prevent and pay attention to waste.

According to Mr. Tran Luu Quang, determination means not being negligent, not cooling down, and not having prohibited areas. Currently, Ho Chi Minh City is a locality with a high risk of corruption and waste due to its large scale and wide scope of management. From managing only 24 units, the City Party Committee has now increased to 168 units and many affiliated Party Committees.

With the principle of prevention rather than control, Mr. Tran Luu Quang noted that most cadres who encountered problems only said: "We have to pay at that time". Therefore, it is necessary to prevent it early and from afar so that as few people as possible have to say the two words "must spend at that time" as best.

Regarding the principle of concern for waste, Mr. Tran Luu Quang cited that Ho Chi Minh City (before the merger) had about 13,000 public real estates, many of which were still lax in management.

After the merger, this figure increased to about 20,000 assets, with an estimated value of hundreds of billions of USD. "This is also a risk that causes us to lose cadres and make violations" - Mr. Quang emphasized.

The Secretary of the Ho Chi Minh City Party Committee proposed implementing solutions to prevent and combat corruption, waste and negativity according to three action principles: Coordinate well; listen to the people and have separate mechanisms.

Mr. Tran Luu Quang said that weak coordination is still a bottleneck at many levels and sectors. Therefore, it is necessary to have a clear mechanism, clear responsibility and behave seriously and with discipline in implementation.

At the same time, it is necessary to listen to the people, including those who are uncomfortable, and handle information responsibly to detect and prevent violations as soon as possible.

According to Mr. Tran Luu Quang, Ho Chi Minh City can completely have its own method within the framework of current laws and the decentralization of the Central Government.

"There may still be one law, another, but Ho Chi Minh City has space to build its own mechanism, at least its own appropriate approach. Ho Chi Minh City used to be a bright star of creativity, so there must be a way to behave and solve the problem with truly impartiality and responsibility" - Mr. Tran Luu Quang said.

Emphasizing the exemplary role of the team working on preventing and combating corruption, waste and negativity, the Secretary of the Ho Chi Minh City Party Committee affirmed: I will direct the handling of very harshly if those working on this work violate. They are the ones who judge others, so they themselves have to be kind first, commit, suffer, and even suffer. Only when those who do this work are clean and exemplary can they create real trust and efficiency".

During the 2020 - 2025 term, the Standing Committee of the City Party Committee inspected 86 party organizations and 46 party members, supervised 38 party organizations and 21 party members, and disciplined 10 party organizations and 57 party members.

The Inspection Committee of the City Party Committee inspected 108 party organizations and 102 party members, supervised 48 party organizations and 32 party members, and controlled the assets and income of 190 party members; disciplined 19 organizations and 181 party members, and reviewed and compared the experience of 114 party members.

The authorities have conducted 1,147 administrative inspections and 25,745 specialized inspections and examinations, making recommendations and recovering more than VND 1,389 billion from the state budget.

To date, the city has removed 670/838 suspended and entangled land projects and works.
