The plan aims to improve knowledge, professional skills and expertise for commune-level cadres and civil servants, meeting the requirements of job positions and operations of local government at both levels in the new situation.
At the same time, it aims to create changes in awareness, working methods, and management thinking of cadres and civil servants. Thereby, building a team of professional commune-level cadres and civil servants with sufficient qualities and abilities to serve the people and contribute to promoting local development.
Training and fostering content covers all areas of state management, but focuses on time for important and urgent topics, suitable for each job position. At the same time, it promotes awareness, self-awareness and the ability to apply the practice of cadres and civil servants. Training courses will be organized practically and effectively, associated with practical work requirements.
The participants are district and commune-level cadres and civil servants. Training fields include: Finance; Construction; Industry and Trade; Agriculture and Environment; Health; Education and Training; Culture - Sports and Tourism; Internal Affairs; Office; Justice and Statistics.
The training is divided into 2 phases. Phase 1 started from June 18, including the fields: Agriculture and Environment, Construction, Justice, Finance, Office, Statistics. Round 2 will be implemented after July 1, including the fields: Industry and Trade, Home Affairs, Health, Education and Training, Culture - Sports and Tourism.
The People's Committee of Binh Dinh province requires relevant departments, branches and units to deploy the plan to all agencies, units and cadres and civil servants. Based on the assigned functions and tasks, units need to proactively develop plans and organize the implementation of training for commune-level cadres and civil servants according to regulations.
At the same time, coordinate with the Department of Home Affairs and specialized agencies to prepare training programs and documents; propose content and teaching methods suitable to the duties and tasks of the team of commune-level cadres and civil servants. Complete and send documents to the Department of Science and Technology for digitization, updating to the "Electronic Handbook of Training and fostering" and instructions on data standardization and integration into the "virtual Assistant to support cadres, civil servants and public employees" tool of the province.
In parallel with improving professional skills for commune-level cadres and civil servants, Binh Dinh province has implemented a program to foster knowledge and skills on digital transformation for 34,675 students, taking place from June 11 to 24.
Of which, 96 classes are directly for 9,892 cadres, civil servants, and public employees of Party, State agencies, the Vietnam Fatherland Front at all levels, and the police force in the province. At the same time, 247 online training classes were organized for 24,783 students who are civil servants in the education and health sectors.
The program was compiled by Quy Nhon University, including 3 main groups of content: Basic knowledge and skills on digital transformation; basic information security; application of digital technology at work.
