From 2019 to 2024, Binh Dinh has supported 7,329 poor and near-poor households. Of which, 5,905 households were supported to build new houses, 1,424 households were supported to repair houses, from the state budget and mobilized sources.
Thereby contributing to ensuring stable people's lives, helping poor and near-poor households have safe housing, gradually rising out of poverty.
Currently, Binh Dinh still has 13,384 poor households (accounting for 3.13%), 13,326 near-poor households (accounting for 3.02%). According to the plan, by 2025, Binh Dinh will spend more than 46 billion VND to eliminate temporary and dilapidated houses for 1,056 poor and near-poor households.
This activity aims to mobilize and encourage all levels, sectors, agencies, organizations... to support poor and near-poor households, with the determination to "completely eliminate the situation of temporary and dilapidated houses for poor and near-poor households in the province" in the spirit of Official Dispatch No. 102/CD-TTg dated October 6, 2024 of the Prime Minister.
Demonstrating the concern and care of Binh Dinh province for poor and near-poor households facing housing difficulties; encouraging poor and near-poor households to improve their lives.
According to the People's Committee of Binh Dinh province, beneficiaries of housing support must be poor households and near-poor households according to multidimensional poverty standards; beneficiaries of housing support do not include households that have received housing support under other programs, projects, and policies.
Regarding the conditions for support, poor and near-poor households are households without housing or unstable housing, on the list managed annually by the People's Committee of the commune level. They have not received housing support from other support programs, projects, and policies.
In case of having received housing support under other programs and policies, the subjects must have houses that have collapsed or are severely damaged, or are at risk of collapsing due to natural disasters...
For new housing construction, the support level is 50 million VND/household. Support for housing repair is 25 million VND/household. The support fund comes from the 5% savings of regular expenditures of the State budget according to Government regulations.
Regarding the organization of the implementation of eliminating temporary and dilapidated houses, Mr. Lam Hai Giang - Vice Chairman of Binh Dinh Provincial People's Committee - said that he has assigned the Department of Construction to synthesize the subjects of poor households, near-poor households and funding sources to support the construction and repair of additional houses in the Housing Support Project for poor and near-poor households in Binh Dinh province until 2025.
Coordinate with relevant departments, branches and localities to organize the establishment of housing models for poor and near-poor households suitable for the locality for reference and research to apply in housing construction; guide communes to determine the current status and quality of housing.
