On January 6, the People's Committee of Binh Dinh province announced that Chairman Pham Anh Tuan has directed departments, branches and localities to urgently handle existing problems and limitations in the fight against IUU fishing. At the same time, he is preparing the content of the working session with the 5th Inspection Delegation of the European Commission.
Mr. Pham Anh Tuan requested the Department of Agriculture and Rural Development to preside over and coordinate with departments, sectors, and coastal localities to advise on plans to implement urgent and key solutions in the fight against IUU fishing (illegal, unreported, and unregulated fishing).
At the same time, direct the provincial Fisheries Department to do a good job of monitoring and controlling fishing vessels in terms of registration, inspection and licensing. From there, update fishing vessel data to the VNFISHBASE system.
Coordinate with functional forces to patrol and control fishing vessels operating at sea, especially fishing vessels entering and leaving fishing ports that do not comply with regulations; compile records of violations and transfer them to competent authorities for strict handling.
Request the Fishing Port Management Board to mobilize and arrange the loading and unloading of aquatic products in accordance with regulations. Absolutely do not allow fishing vessels violating IUU to dock to load and unload aquatic products, receive fuel or take losses ("loss" is all items including supplies, materials, fuel, food, fishing gear... that fishermen and ship owners pre-purchase from agents and shippers onshore - PV) to go fishing.
Resolutely handle violations such as unloading, buying and selling aquatic products from illegal fishing vessels, especially vessels under 15m or vessels operating by trawling (dragging). The Director of the Fishing Port Management Board will be responsible if violations recur...
According to the report of the Provincial Police, recently, there has been a situation where fishing boats under 15m have taken advantage of regulations to operate in offshore areas, but have not been punished for operating in the wrong area. Many cases have intentionally turned off the voyage monitoring device (TBGSHT) or crossed the border, encroaching on foreign waters to illegally exploit aquatic resources.
There are 2 fishing vessels that crossed the maritime boundary, showing signs of violating Malaysian waters, including: Fishing vessel BD 40988 TS of Ms. Nguyen Thi Doan (My Thanh commune, Phu My district) discovered on October 23, 2024; fishing vessel BD 31232 TS of Mr. Dang Thanh Long (Cat Khanh commune, Phu Cat district) discovered on November 4, 2024.
In addition, since September 2024, the TBGSHT of fishing vessel BD 10922 TS (owner is Mr. Nguyen Van Dong, residing in Nhon Ly commune, Quy Nhon city) and fishing vessel BD 31252 TS (owner is Mr. Tran Xuan Qui, residing in Cat Tien town, Phu Cat district) have not been operating. However, these two vessels showed signs of operating at sea and were arrested by Malaysia on November 3, 2024.
Currently, the authorities have not been able to contact the captains of the above fishing vessels, and have not determined the specific location of operations to verify and handle violations.
