Regarding the request for a policy to build the Center for Space Science and Technology Research and Application project of the Department of Science and Technology according to the Government's strategy for developing space science and technology until 2030, recently, Chairman Binh Dinh Provincial People's Committee Pham Anh Tuan assigned this department to coordinate with relevant parties to research and build the above project, with capital from the Central budget.
According to the Department of Science and Technology of Binh Dinh province, the above project will be invested in Quy Hoa valley (Ghenh Rang ward, Quy Nhon city), near the Quy Nhon Center for Scientific Discovery and Innovation. When in operation, the project will help popularize astronomy and aerospace sciences with advanced equipment and learning materials.
In the long term, the project will become a focal point for collecting and processing large remote sensing images in the Central - Central Highlands region. Besides, the project also helps the human resources team of the Quy Nhon Center for Scientific Discovery and Innovation improve their qualifications. At the same time, attract more experts, scientists, and lecturers to train human resources for astronomy and cosmology.
On July 29, talking to Labor, Mr. Nguyen Huu Ha - Deputy Director of the Department of Science and Technology of Binh Dinh province - said that based on the Department's proposal, the People's Committee of Binh Dinh province has given a policy to build a project project for the Center. Research and apply space science and technology, and include this project in the Binh Dinh Provincial Planning for the period 2021-2030, with a vision to 2050. The estimated cost to implement the project is about 200 billion VND .
Do it carefully so as not to waste it
According to the Deputy Director of the Department of Science and Technology of Binh Dinh province, the province directed to "shake hands" to build the project, but the department is still hesitant about investing, because it has not yet determined what content and items it will implement to meet the needs of the project. compatible with the province's development. Therefore, the department will continue to organize more rounds of consultation with domestic and foreign experts, then will work with the Vietnam Space Center to get direction for building the project, from which it will be implemented. project declaration.
In 2024, the department will try to complete the project. From that "shape", the department will invite a consulting unit to complete the project proposal with preliminary items corresponding to the investment budget, to present. Provincial People's Committee approved.
“This is an unprecedented model in our country, so we must rely on the opinions of domestic and foreign experts, so that when deciding to invest, the project will not be wasted. Because sometimes there are items that, after the investment is completed, are not consistent with reality, causing waste of the State budget. If we just apply overseas models and propose construction, it will be implemented quickly. However, to have certainty and bring efficiency and benefits for both the immediate and future, you must calculate carefully before investing, not make it grand and then leave it unused, causing waste. According to Binh Dinh province's planning for the period 2021-2030, vision 2050, this locality will continue to promote construction and development of Quy Hoa scientific urban area.
