According to Decision No. 863/QD-BNV of the Ministry of Home Affairs, voluntary social insurance participants who are eligible for pensions can carry out the following procedures to register to receive pensions.
Subjects of application
Employees who are of retirement age as prescribed in Clause 2, Article 169 of the Labor Code and have paid social insurance for 15 years or more.
Those who start participating in voluntary social insurance before January 1, 2021, have paid voluntary social insurance for 20 years or more, and are 60 years old for men and 55 years old for women.
Implementation procedures
Step 1: Within 20 days before the time of eligibility for pension, the voluntary social insurance participant or the person who is reserving the social insurance payment period shall submit the application according to regulations to the social insurance agency.
Step 2: Within 20 working days (excluding holidays and Tet) from the date of receiving a complete and valid dossier, the Social Insurance agency is responsible for resolving the regime. In case it is not resolved, the social insurance agency must respond in writing and state the reason.
How to do it: Voluntary social insurance participants can submit their application directly to the social insurance agency, send via postal service or submit online on the Vietnam Social Insurance Public Service Portal.

Processing time: Within 20 days from the date of receiving a complete dossier as prescribed (excluding holidays and Tet).
Administrative procedure performing agency: Social insurance agency according to the decentralization of Vietnam Social Insurance.
Results of administrative procedures: Decision on receiving monthly pension benefits.
