Over the past time, in the public land area, sidewalks belonging to the western urban area of old Gia Loc town (now Phuong Diem 4 village, Gia Loc commune, Hai Phong city), there has been a situation where some households gather construction materials, dismantling materials, littering and using public land improperly.
Through review and verification, the related cases are some business households and households in Phuong Diem 3 and Phuong Diem 4 villages.
This situation has affected urban aesthetics, encroached on people's common living space, and potentially posed a risk of traffic unsafety, especially in areas near schools, causing public outrage.
After people's reflections, Gia Loc Commune People's Committee directed the Commune Economic Department to preside over and coordinate with the Commune Police and Phuong Diem 4 village to organize working sessions with related households to clarify violations.
At the same time, the locality strengthens propaganda and mobilizes households to voluntarily dismantle works, collect assets, move construction materials, waste, and restore the original state on the area of public land used improperly.
By May 19, 2026, 2/3 of households had completed the dismantling and relocation of all materials and assets and handed over the land area to the Commune People's Committee for management.
The remaining household, due to the large volume of construction materials, continued to organize the collection and relocation and by May 22, 2026, had completed the relocation of all materials and assets, and handed over the land area according to regulations. The commune's specialized agency has conducted inspection, measured the current status and received the land area handed over by the households.
In the coming time, Gia Loc Commune People's Committee will continue to strengthen inspection, detect and strictly handle acts of encroachment, use of public land, agricultural land not in accordance with regulations, illegal construction, especially the situation of illegal gathering and trading of construction materials on public land, agricultural land and within the traffic corridor. At the same time, promote the supervisory role of the residential community, promptly reflect violations for handling according to their authority.
