At the 7th session (specialized session) on the morning of August 25, the 15th Quang Ninh Provincial People's Council considered and approved 10 resolutions.
Among these is a resolution on the monthly allowance level for each title of non-specialized personnel in villages, hamlets, and neighborhoods.
Accordingly, for villages, hamlets, and neighborhoods under point a, clause 1, Article 15 of Decree No. 185/2026/ND-CP, Party cell secretaries; Village heads, hamlets, and neighborhoods are entitled to allowances equal to 2.8 times the base salary; Heads of Fatherland Front Work Committees are entitled to allowances equal to 2.4 times the base salary.
For villages, hamlets, and neighborhoods under point b, clause 1, Article 15 of Decree No. 185/2026/ND-CP, Party cell secretaries; Village heads, hamlets, and neighborhoods receive allowances equal to 2.3 times the base salary; Heads of Fatherland Front Committees receive allowances equal to 1.9 times the base salary.
Regarding the number of people participating in activities in villages, hamlets, and neighborhoods, the maximum number is 8 people. Cai Chien village, belonging to Cai Chien commune, arranges a maximum of 5 people; Tran island village, belonging to Co To Special Zone, does not arrange people to participate in activities.
The above number does not include titles specified by legal normative documents and separate Resolutions of the Provincial People's Council.
Positions participating in activities in villages, hamlets, and neighborhoods include: Deputy Secretary of the Party cell; Deputy Head of village, hamlet, neighborhood; Deputy Head of the Fatherland Front Committee; Head of the Women's Union branch; Head of the Farmers' Union branch; Head of the Veterans' Union branch; Head of the Elderly Association branch; Head of the Red Cross Society branch; Secretary of the Ho Chi Minh Communist Youth Union branch; Social collaborator.
The monthly support level for the above titles, Deputy Village Heads, hamlets, and neighborhoods enjoy a support level of 2,000,000 VND/person/month; the remaining titles enjoy a support level of 800,000 VND/person/month.
People participating in activities in villages, hamlets, and neighborhoods are supported with 3% of health insurance on the base salary level if they have not received support under other policies (if any).
Regarding the contracted level of operating expenses for villages, hamlets, neighborhoods, villages, hamlets with fewer than 700 households; neighborhoods with fewer than 1,000 households, the contracted level is 200 million VND/year.
Villages and hamlets with 700 households or more to less than 1,000 households; neighborhoods with 1,000 households or more to less than 1,500 households; villages, hamlets, and neighborhoods belonging to commune-level administrative units in border and island areas, key areas for national defense according to decisions of competent authorities; particularly difficult villages and hamlets; villages, hamlets, and neighborhoods belonging to ethnic minority and mountainous areas, the contract level is 210 million VND/year.
Villages and hamlets with 1,000 households or more; neighborhoods with 1,500 households or more, the contract level is 250 million VND/year.
Cai Chien village, belonging to Cai Chien commune, has a contract price of 160 million VND/year.
Tran island village in Co To special zone has a contract price of 60 million VND/year.
According to the People's Committee of Quang Ninh province, after arranging villages, hamlets, and neighborhoods, the number of units throughout Quang Ninh province decreased from 1,452 to 624.
Quang Ninh province has also just completed the election of village, hamlet, and neighborhood heads for the 2026-2031 term.
