In addition, some opinions suggested continuing to promote decentralization and delegation of power and have specific mechanisms and policies applied to the 2 cities.
The Government will direct relevant ministries and agencies to continue to study and propose to competent authorities to promote decentralization and delegation of power to local authorities.
Regarding specific mechanisms and policies applicable to the 2 cities, the Government has specifically proposed in the draft Law on Urban Development to be submitted to the National Assembly for consideration and approval at this Session.
Accordingly, a number of specific mechanisms and policies in the draft Law on Urban Development will be applied to centrally-run cities, including Quang Ninh city and Bac Ninh city, such as: investment and attracting strategic investors; finance - budget; science and technology, innovation and digital transformation; land, site clearance and land fund development...
At the same time, after the 2 cities are decided to be established by the National Assembly, the Government will direct the 2 cities to continue to study and develop specific mechanisms and policies for development to submit to competent authorities for consideration and decision.
According to the Minister of Home Affairs, some opinions suggested solutions to preserve and promote the unique heritage and cultural values of the two localities after the city was established.
Regarding this issue, the Government will direct the two localities to synchronously implement the assigned tasks and solutions to not only preserve but also exploit and promote the values of heritage and unique culture of Ha Long Bay and Kinh Bac cultural identity better...
According to the Resolution, the establishment of Bac Ninh city is based on the entire natural area and population size of Bac Ninh province. Bac Ninh city borders Hanoi city, Hai Phong city, Quang Ninh city and Hung Yen, Lang Son, Thai Nguyen provinces. The Resolution takes effect from September 20, 2026.
