In order to prepare conditions for the organization and operation of activities of Party organizations, Party and State agencies, the Fatherland Front, and socio-political organizations immediately after the National Assembly's Resolution takes effect on the establishment of Quang Ninh city directly under the Central Government, the Provincial Party Committee Standing Committee shall develop a Plan to implement the establishment of Quang Ninh city directly under the Central Government.
To prepare well the conditions when establishing Quang Ninh city directly under the Central Government, the Standing Committee of the Provincial Party Committee requests Party committees, agencies, units, and localities to urgently and focus on implementing a number of key tasks.
In which, the Provincial Party Committee's Organization Board advised the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee on the work of organizing the apparatus and renaming Party organizations and Party agencies.
Presiding over advising the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee to develop a report and submit it to the Politburo and the Secretariat to rename the Quang Ninh Provincial Party Committee to the Quang Ninh City Party Committee directly under the Central Government; and at the same time appoint personnel for the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the City Party Committee, and the Inspection Committee of the Quang Ninh City Party Committee, term 2025 - 2030.
Advising the Standing Committee of the Provincial Party Committee to issue a document seeking opinions from the Provincial Party Committee Executive Committee on renaming the Quang Ninh Provincial Party Committee to the Quang Ninh City Party Committee directly under the Central Government and appointing personnel for the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the City Party Committee, and Quang Ninh City Party Committee Inspection Committee, term 2025 - 2030.
Advising the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Executive Committee decided to rename 4 party committees directly under the province: rename the Party Committee of Party agencies of Quang Ninh province to the Party Committee of Party agencies of Quang Ninh city; rename the Party Committee of Quang Ninh Provincial People's Committee to the Party Committee of Quang Ninh City People's Committee; rename the Party Committee of Quang Ninh Provincial Police to the Party Committee of Quang Ninh City Police; rename the Military Party Committee of Quang Ninh province to the Military Party Committee of Quang Ninh city; maintain the organizational structure and change the names of positions: member of the Party Committee Executive Committee, member of the Standing Committee, secretary, deputy secretary of the Party Committee, positions in the Party Committee Inspection Committee in accordance with the new name (Quang Ninh Coal Party Committee keeps the original name).
Advising the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Executive Committee decided to convert 54 commune, ward, special zone party committees and Quang Ninh Coal Party Committee directly under the Quang Ninh Provincial Party Committee into directly under the Quang Ninh City Party Committee; maintain the organizational structure directly under the commune, ward, special zone party committees, Quang Ninh Coal Party Committee and personnel of the Party Committee Executive Committee, Standing Committee, secretary, deputy secretary, inspection committee of Party committees, term 2025 - 2030.
Implementation time: Complete the draft documents and complete the entire content of work before August 25, 2026.
The Standing Committee of Quang Ninh Provincial Party Committee assigned the Party Committee of the Vietnam Fatherland Front Committee of the province to coordinate in implementing the renaming of the Vietnam Fatherland Front Committee and socio-political organizations; converting the names of leadership and management titles of the Vietnam Fatherland Front Committee and socio-political organizations at all levels according to the guidance of the Central Committee of the Vietnam Fatherland Front and the Central agencies of socio-political organizations.
Guide the Fatherland Front, socio-political organizations at provincial and commune levels to act as focal points for reviewing and recovering old seals and registering new seals to be ready for use immediately at the time the National Assembly's Resolution and the National Assembly Standing Committee take effect.
Implementation time: Immediately after the National Assembly and the National Assembly Standing Committee issue a Resolution on the establishment of Quang Ninh city.
For the Provincial Police Party Committee, assign the Provincial Police leadership to promptly implement the issuance and exchange of new seals and recall (old) seals of agencies and organizations in the political system, ensuring that new seals are used immediately after the Resolution of the National Assembly and the National Assembly Standing Committee take effect.
Implementation time: Complete and hand over the new seal no later than August 29, 2026.
It is expected that the National Assembly will vote to pass the Resolution on the establishment of Quang Ninh city on August 24, 2026.
