The Government and ministries have issued many new directives related to the issue of salary and bonus reform for cadres, civil servants, and public employees.

Reform salary and bonus regimes immediately in 2026

According to Decision No. 282/QD-TTg on promulgating the Key State Administrative Reform Plan for the period 2026 - 2030 signed and promulgated by the Prime Minister, the issue of implementing salary reform is clearly directed with implementation deadlines.

Accordingly, item V of Appendix II sets out the task of reforming the public service regime in key state administrative reform tasks for the period 2026-2030. The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and sectors to build a reform of salary and bonus regimes and diversify preferential policies for cadres, civil servants, and public employees right in 2026.

It is expected that in 2026, resolutions, decrees, and circulars on this issue will be issued.

Consider adjusting the base salary level in March 2026

Also related to the issue of salaries, the Prime Minister issued Official Dispatch 38/TTg-QHĐP to implement the resolutions passed at the 10th Session, 15th National Assembly, in which the task of considering adjusting the base salary level in March 2026 is noteworthy.

In the Appendix attached to Official Dispatch 38, the task of adjusting the base salary level according to Conclusion 206-KL/TW of the Politburo is assigned to the Minister of Home Affairs to preside over, under the direction of the Deputy Prime Minister. Implementation time in March 2026.

This means that the base salary level will be considered for adjustment at the above time, directly affecting the income of cadres, civil servants, public employees and armed forces.

Guidance on new salary ranking for civil servants from March 1, 2026

Previously, the Ministry of Home Affairs issued Circular No. 01/2026/TT-BNV, guiding salary ranking for civil servants with working time and compulsory social insurance contributions, applied from March 1, 2026.

The Ministry of Home Affairs clearly stipulates that salary ranking must be based on the working time in accordance with the provisions of law, in accordance with the requirements for professional qualifications and nghiệp vụ of the recruited job position, with compulsory social insurance contributions (if not continuously but has not received a one-time social insurance allowance, it is accumulated), and assigned to work according to the professional qualifications and nghiệp vụ previously undertaken.

The working time with compulsory social insurance contributions that is not consistent with the professional qualifications and nghiệp vụ requirements of the recruited job position is not counted as a basis for ranking salaries in the corresponding civil servant rank according to the recruited job position.

No later than July 1, the arrangement and salary ranking according to job positions must be completed.

Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 304/QD-TTg dated February 13, 2026, promulgating the Plan to implement the Law on Civil Servants (plan). It clearly states the deadline for completing the arrangement into job positions and ranking salaries corresponding to job positions for civil servants under management.

In which, the Ministry of Home Affairs is assigned to preside over and coordinate with ministries managing industries and fields to summarize and review the list of professional titles of public employees in agencies, administrative organizations and public non-business units managed by the Government.

On that basis, based on the provisions of the 2025 Law on Civil Servants and the Government's Decree on civil servant positions, no later than July 1, 2027, Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities, and heads of public non-business units must complete the arrangement for job positions and salary ranking corresponding to job positions for civil servants under their management.

The Ministry of Home Affairs is responsible for monitoring and urging ministries, branches, localities and relevant agencies in the implementation and reporting to the Prime Minister on the results of the plan implementation.
