Salary reform roadmap to be submitted to the National Assembly for consideration

Based on the opinions of the Politburo, the Government will study and propose to the National Assembly a roadmap for salary reform to be appropriate.

On January 26, according to the Government Electronic Information Portal, continuing to improve regulations on salaries; focusing on implementing Resolution 28 on social insurance (SI) policy reform is one of the key contents in Resolution 01/NQ-CP of the Government in 2026 on key tasks and solutions for implementing the socio-economic development plan and the state budget estimate in 2026.

In Resolution 01/NQ-CP, the Government requests to continue to improve regulations in the fields of salaries, social insurance, labor, and labor relations.

Focus on implementing Resolution No. 28-NQ/TW of the Central Government on social insurance policy reform; Gradually and firmly expand the coverage of social insurance, building a multi-layered social insurance system to ensure sustainable social security.

At the same time, effectively implement the Conclusions of the Politburo on reforming salary and allowance policies for cadres, civil servants, public employees, and armed forces after arranging the organizational structure and organization of local government at 2 levels.

Regarding this content, the Department of Salaries and Social Insurance (Ministry of Home Affairs) said that it will develop a Government Decree regulating the base salary for cadres, civil servants, public employees and armed forces;

Develop a Decree amending and supplementing Decree No. 76/2019/ND-CP of the Government on policies for cadres, civil servants, public employees, laborers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions.

At the same time, develop a Circular guiding the base salary level for cadres, civil servants, public employees and armed forces; Circular guiding the adjustment of the monthly allowance level for elderly commune and ward cadres who have quit their jobs; Implement surveys and inspections of public sector salary policies in provinces and cities.

To continue implementing tasks in 2026, the Department of Salaries and Social Insurance said that the implementation of salary policies for officials, civil servants, public employees, and laborers continues to be a key task.

Regarding the work of developing legal documents, the Department of Salaries and Social Insurance will actively develop and submit to competent authorities for promulgation the Decree amending and supplementing Decree No. 204/2004/ND-CP and 2 circulars amending and supplementing guidelines for implementing the special allowance regime for cadres, civil servants, public employees and armed forces and guiding the implementation of the regional allowance regime to be implemented from January 2026;

With the above contents, based on the Politburo's opinions on the overall policy on salaries, the Government will study and propose to the National Assembly a roadmap for salary reform to be appropriate.

In 2026, the Ministry of Home Affairs will develop a Decree amending and supplementing Decree No. 76/2019/ND-CP of the Government on policies for cadres, civil servants, public employees, laborers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions.
