At the 32nd Session (special session), the Hai Duong Provincial People's Council passed a Resolution regulating policies to support travel and work conditions for cadres, civil servants, public employees and workers after the arrangement of the administrative apparatus, who have to move to work at provincial agencies located in the center of Hai Phong city.
The policy applies to cadres, civil servants and public employees in the payroll quota assigned and receiving salaries from the state budget; contract workers working at agencies, organizations, public service units of the Party, the government, the Fatherland Front, socio-political organizations, associations assigned tasks by the State before January 15, 2019 and those who are entitled to the same regime as civil servants.
The support principle stipulates: people on the list who must move to work at a provincial agency in Hai Phong City during the period from the time of arrangement to December 31, 2025, with an actual working time of 14 days/month or more, will be counted for support in that month. The support is provided monthly. The support level is not used to calculate social insurance, health insurance, unemployment insurance contributions or benefits and is not the basis for calculating other regimes and allowances.
The specific support level is VND 3,600,000/person/month.
This policy aims to ensure travel and working conditions for cadres, civil servants, public employees, and workers after Hai Duong and Hai Phong merged, switching to the two-level local government model from July 1, 2025, helping to stabilize organization and personnel in the transition period.
