From July 1, 2025, the two-level local government model (province and commune, ward, special zone) will be officially applied in Hai Phong city and Hai Duong province. In Hai Phong City, most of the new communes and wards will have their headquarters at the old locations of the old communes, component wards, districts or dissolved administrative agencies.
Hong Bang Ward will use the old headquarters of the Department of Finance at No. 1 Dinh Tien Hoang, while the one-stop department will be located at 203 Bach Dang Street. Le Chan Ward continues to work at No. 10G, 10H, 10A Ho Sen Street - which used to be the headquarters of the District People's Committee and Le Chan District Party Committee. Ngo Quyen Ward will have its headquarters at lot A12/CQ, lane 226 Le Lai, which is currently under construction.

Wards such as An Bien, Hai An, Dong Hai, Duong Kinh, Kien An... use the old headquarters of previous communes and wards to ensure working conditions and facilitate people to trade.
In the newly merged areas in Thuy Nguyen, Kien Thuy, Tien Lang, An Lao, Vinh Bao, Cat Hai, most of the offices are located in familiar locations of communes with good infrastructure or in the district's administrative center. In particular, Bach Long Vi island district continues to maintain the current headquarters of the People's Committee.
Along with that, the new administrative center of Hai Phong City is located in the North of Cam River urban area (Thuy Nguyen district), consisting of 14 buildings, with a total construction area of over 29,000 m2, a total usable floor area of nearly 90,000 m2. This will be a centralized workplace for provincial-level agencies, expected to become a modern and smart operating center.
In Hai Duong province, a similar arrangement model is implemented. The new communes, wards and towns after the merger will be arranged with working headquarters at existing locations such as stronger commune headquarters in the inter-commune, old district-level headquarters or dissolved state agencies.
In Hai Duong City, Thanh Dong, Le Thanh Nghi, Tan Hung, Nam Dong wards... are headquartered in the places that were once administrative agencies of Cam Thuong, Tan Binh, Hai Tan, Tien Tien wards. Tu Minh - the central ward - uses the old headquarters of the District Party Committee and People's Committee of Cam Giang district.
Chi Linh City also has a similar arrangement. Chu Van An, Tran Hung Dao, Nguyen Trai, Tran Nhan Tong, Le Dai Hanh wards will respectively use the old headquarters of the City Party Committee and People's Committee of Chi Linh City, or the merged wards and communes such as Cong Hoa, Ben Tam, Hoang Tan, Tan Dan.
The districts of Kim Thanh, Kinh Mon, Gia Loc, Thanh Mien, Cam Giang, Binh Giang, Tu Ky, Ninh Giang, Thanh Ha... all use the current headquarters of the District Party Committee, District People's Committee or commune headquarters most conveniently to operate the two-level government model.
For example, Ke Sat ward (old Binh Giang district) used the headquarters of the old District Party Committee and People's Committee. Tran Phu ward, An Phu (Nam Sach) keep the current headquarters. Phu Thai Ward (Kim Thanh) uses the old Kim Thanh District Party Committee and People's Committee headquarters. Wards in Ninh Giang such as Lac Phuong, Nguyen Giap, Gia Phuc... use old commune headquarters with better infrastructure conditions.
The specific announcement of the working headquarters of 114 new communes, wards and special zones in Hai Phong and Hai Duong is of practical significance, helping people and businesses clearly know where to work and handle procedures from July 1.
