In Quynh Phu commune, Hung Yen province, Ms. Bui Thi Nhan - Standing Vice Chairwoman of the Commune People's Committee - said that the arrangement and arrangement of cadres is carried out based on guiding documents, and based on the actual situation and development requirements.

According to Ms. Nhan, village merger is not only adjusting boundaries, names or reducing the number of focal points, but also a process of reorganizing the community self-management space, requiring grassroots cadres to meet new requirements.

In personnel work, the locality focuses on selecting young cadres, female cadres, people with capacity, qualifications and prestige, while ensuring inheritance. Those who were former Party Cell Secretaries, old Village Heads, even if they do not continue to participate in the new village Party Committee, are still mobilized to take positions such as Deputy Village Heads, Heads of socio-political organizations to encourage, share, and pass on experience, helping the next generation of cadres mature more.

In Tien Hung commune, after merging from 21 villages to 11 villages, the locality also selected young cadres with qualifications, and at the same time promoted the experience of those who have been attached to the grassroots for many years.

According to Mr. Luong Duc Tuan - Vice Chairman of Tien Hung Commune People's Committee, as soon as there is a merger policy, the commune reviews officials who quit their jobs according to Decree 154 to mobilize capable and experienced people to continue participating in work at the grassroots level.

One of the people who returned to work is Ms. Nguyen Thi Huong (born in 1990), Head of the Fatherland Front Work Committee, Secretary of the Youth Union of Quan Xa village, Tien Hung commune.

Ms. Huong used to work at the Party Committee Office of the old Hong Bach commune from 2010 to 2025. After quitting her job and receiving more than 190 million VND in support according to Decree 154, in June 2026, when the locality had a policy to merge the village, she was encouraged by the commune leaders to return to work.

Realizing that many years of experience working at the grassroots level was suitable for the new task, she decided to return the support money to return to work in Quan Xa village.

In addition to being quick with technology, I also learn from elderly people, many years of Party membership, and reputable people in the village," Ms. Huong said.

Along with arranging personnel, Tien Hung commune organizes training classes according to each topic, each phase as soon as the new village apparatus goes into operation. Professional departments and divisions directly guide village officials according to the motto "holding hands, guiding", linking knowledge with daily arising tasks.

With the poverty reduction theme, village officials are guided on multidimensional poverty, resolutions of the Provincial People's Council, how to use minutes and forms to review and record actual information in each household.

Vice Chairman of Tien Hung Commune People's Committee said that training not only helps young officials grasp regulations but more importantly, knows how to put regulations into practice, avoiding the situation of understanding theory but being confused when handling work.

I also reminded the brothers that in the morning they can cycle around the village and hamlet to visit and chat with the people to grasp the situation, thoughts, aspirations as well as arising issues.

There are things that people have not proactively reflected, but through a conversation, a visit, village officials can recognize the problem early. That is also a way for young people to gradually accumulate "village capital" through their daily work," Mr. Tuan said.

After arranging and merging the village, young officials began to enter work at the grassroots level with youth, knowledge and the ability to apply technology. However, the reality of work made them understand that in the countryside, to solve a problem, it is not only necessary to be quick-witted or know technology. To do the job, first of all, you must understand people, understand work and understand the village.
