Can Tho - By installing cameras at garbage collection points, local authorities in Can Tho have discovered and fined many people who violate the environment.

In order to thoroughly handle the situation of illegal littering in deserted areas, localities in Can Tho City have deployed a surveillance camera system. Images extracted from "magic eyes" are the basis for functional forces to verify and administratively sanction violations.

Le Phuoc Tho street used to be a hotspot for illegal dumping of garbage. Taking advantage of the deserted terrain, some cases use motorbikes and trucks to carry garbage to dump along both sides of the road, causing urban unsightliness.

Faced with the above situation, Long Tuyen Ward People's Committee has installed 15 cameras at locations where violations often occur. Every day, functional forces organize patrols. When garbage is detected, images from the camera are extracted to identify vehicles and violators.

Mr. Truong Minh Duc - Vice Chairman of Long Tuyen Ward People's Committee said that since the installation of cameras along the route, waste hotspots have been overcome. Waste collection in the area has been ensured, and the situation of temporary garbage collection or illegal dumping has decreased significantly. Through monitoring, Long Tuyen Ward Police have discovered and fined 3 cases with a total amount of more than 10 million VND.

According to Ms. Tran Thi Lan (Long Tuyen ward), previously, this area often experienced free littering. However, since the surveillance camera system was densely covered, people have raised their awareness and no longer re-offend due to fear of being recorded and administratively sanctioned. Thanks to that, the situation of illegal littering in the area has been significantly reduced.

Not only Long Tuyen, many localities in Can Tho City also apply cameras to handle environmental violations. In Tan An ward, through camera images, local authorities have handled 8 cases, fined more than 12 million VND, including 4 cases of dumping domestic waste in the wrong places.

Regarding waste management, Can Tho City People's Committee requests the Department of Natural Resources and Environment to take the lead in urging and inspecting; summarize waste hotspots to advise on handling units that have not implemented them seriously. At the same time, the Department is responsible for summarizing the need to install cameras and warning signs in areas at risk of spontaneous landfills to propose funding for implementation.

For the People's Committees of communes and wards, the City People's Committee requests to definitively handle the remaining points, not to let new spontaneous landfills arise. Local authorities must strengthen inspection, prioritize the use of camera systems at hot spots to detect and handle violations. The Chairman of the People's Committee of commune or ward must be responsible to the City People's Committee if the situation of garbage accumulation is prolonged or recurs.
