On July 8, the Ministry of Justice organized a national conference on Civil Judgment Enforcement (CJE) work in the first 9 months of 2026 (calculated according to the work year of the sector, from October 1, 2025 to June 30, 2026).
According to the report, during the period, the entire THADS System has comprehensively and drastically implemented and closely followed the directions of the Government and the Ministry of Justice with many outstanding results: Advising on the promulgation of the 2025 Law on THADS, submitting to the Government for promulgation 3 Decrees and the Ministry of Justice for promulgation of Circulars guiding timely implementation; the work of recovering assets in criminal cases of corruption and economic crimes has been focused on drastic implementation, especially inter-sectoral coordination to remove obstacles for major cases under the Central Steering Committee's monitoring such as Van Thinh Phat, Hua Thi Phan, Phan Van Anh Vu cases.
At the same time, completing and putting into operation the Digital THADS platform and the Intelligent Monitoring and Operation Center (IOC), creating a major turning point in administrative reform and improving transparency in THADS activities. The amount of executed money reached more than 134,689 billion VND, an increase of 24.57% compared to the same period in 2025; 412,084 cases have been executed, reaching a rate of 60.35%.

At the conference, Deputy Minister of Justice Mai Luong Khoi requested to continue reviewing and restructuring nghiệp vụ procedures in the direction of effective use of existing human resources. It is impossible to maintain the way of doing things for judgment enforcement officers to implement the entire process from beginning to end in a scattered manner, but it is necessary to assign and coordinate reasonably between judgment enforcement officers, inspectors and secretaries to improve the efficiency of handling work.
Emphasizing that digital transformation is a vital requirement for the CJE system in the context of increasingly streamlined staffing, the Deputy Minister requested to accelerate the completion of the technology platform, unifying management data to control and evaluate judgment enforcement results based on the IOC operating system.
Regarding the implementation of judgment enforcement notices through the VNeID application, the Deputy Minister proposed expanding the application to all eligible dossiers to save time, human resources, postal costs and limit complaints.
Along with that, it is necessary to continue to study the automation of some professional processes such as case fee refunds, case fee transfers on digital platforms immediately after a judgment is issued; study the specialization of material evidence handling, separating the stages of destroying material evidence and confiscating it for public use to the specialized department instead of assigning it to each bailiff.
Deputy Minister Mai Luong Khoi emphasized that the last months of 2026 will be a very heavy period, requiring the entire THADS system from management agencies to each civil servant and employee to maximize the spirit of responsibility. For collectives and individuals who do not meet work requirements, and there are no changes in management and administration, it is necessary to consider transferring or timely replacement, with the highest goal of successfully completing THADS targets and tasks in the context of increasingly limited resources.
