On July 8, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired the thematic Government Meeting on law-making in July 2026.
Regarding the draft Law on Real Estate Business (amended), the Prime Minister noted to review and ensure consistency and synchronization with the legal system; ensure synchronization, not allowing parallel or overlapping administrative procedures between the provincial level and local land management agencies, such as no overlap in procedures, administrative procedures, and authority when transferring projects according to the Law on Real Estate Business (amended) with land allocation and land lease according to the provisions of the Land Law.
Regarding the draft Law on Housing (amended), the Prime Minister proposed to closely follow and fully institutionalize the direction of the General Secretary and the President on social housing and rental housing policies; research and supplement regulations on standard mechanisms and procedures in resolving administrative procedures on housing; specific and breakthrough mechanisms and policies for housing development with different types, especially rental housing.
Research and improve regulations on the National Housing Fund in the direction of decentralization to localities; review and ensure feasibility, avoid duplication and overlap with relevant legal regulations.
Regarding the draft Penal Code (amended), the Prime Minister assigned the Ministry of Public Security to preside over and coordinate research, absorb maximum opinions; widely solicit opinions from experts and scientists, and select international experience to complete the draft Code.
In which, more fully assess the impacts of expanding the scope of criminal liability of commercial legal entities on crime prevention and control, socio-economic development, ensuring consistency with Resolution 68-NQ/TW of the Politburo on private economic development, especially in the field of banking and credit; for the field of data and digital technology, avoiding creating legal barriers and hindering innovation and digital economic development.

Regarding the policy dossier of the Law on Food Safety (amended), the Prime Minister assigned the Ministry of Health to preside over the development of the draft Law on Food Safety (amended) according to regulations, submit it to the Government for consideration, and submit it to the National Assembly at the 2nd Session.
Regarding the submission adjusting the investment policy for the Lao Cai - Hanoi - Hai Phong railway line, the Prime Minister clearly stated that this is a large, new, complex project with a large total investment, the implementation must comprehensively assess the factors, carefully review costs and investment rates, ensure economic and financial efficiency, avoid losses and waste, and be consistent with the strategic autonomy orientation of railway industry development.
Another content is about the proposal to decide on the investment policy for the Ring Road 5 - Hanoi Capital Region investment project, assessing this as an important project in the 2026 - 2030 period, passing through 7 provinces and cities, with a particularly large scale, which must be submitted to the National Assembly for investment policy decision.
The Prime Minister requested a thorough assessment to select appropriate investment forms, review investment efficiency, linked to economic efficiency accounting, balance of central and local budget capital sources, and study public-private partnership forms.
Emphasizing the views on the work of perfecting institutions and laws in the coming time, the Prime Minister requested Ministers and heads of sectors to strongly change their thinking and management methods when building policies and laws, not for local interests or sectoral interests that affect the overall development.
At the same time, the law must serve and meet development requirements, especially in the new period. Policy and law are more decentralized, decentralized, allocate resources, and conditions, not pushing work and risks to the grassroots level; it is to create more favorable conditions, not to create more procedures and difficulties for people and businesses.
The Head of Government also noted that the organization and implementation stage must be effective, not become a "bottleneck of the bottleneck".
