On September 17, the Chairman of the People's Committee of Ca Mau province requested the heads of departments, branches, sectors, and organizations of the province and the Chairmen of the People's Committees of districts and cities of Ca Mau, according to their functions and tasks, to closely monitor weather forecasts, especially warnings of heavy rain, promptly notify people to proactively respond; propagate, guide, and recommend measures to prevent flooding from causing damage to property and documents of agencies, units, and people.
The Ca Mau Province Hydrometeorological Station issued a weather notice saying that there will be showers in many places, scattered moderate rain and thunderstorms, heavy rain in some places and it is likely to last until the end of September 19. The time of thunderstorms coincides with the time of high tide peaks causing localized flooding on many roads, low-lying areas, and riverside areas in the inner city of Ca Mau.
Ca Mau province requests units, especially the Department of Agriculture and Rural Development, to inspect the system of culverts, dams, and pumping stations to drain water, prevent high tides, and protect production; regularly inspect, promptly detect, direct the handling, and reinforce landslide locations and landslide-prone areas to prevent damage; strengthen recommendations and instructions for people to reinforce embankments, prevent overflows, avoid loss of farmed aquatic products, crops, and protect production; direct support for people to harvest and consume rice in a timely manner, avoid damage, and implement policies to support production recovery due to natural disasters in accordance with prescribed procedures (for cases eligible for support).
The People's Committees of relevant districts and cities urgently review the rice area at harvest time, the demand for combine harvesters, workers, and rice traders in each specific area, thereby regulating the means, workers, and traders for harvesting and purchasing rice. If necessary, report to the Party Committee at the same level, mobilize the militia, self-defense forces, union members, and association members to support people in harvesting, preserving, and promptly consuming the rice area at harvest time but flooded or fallen, minimizing the damage that occurs.
Continue to strengthen local inspections, guide households on measures to limit damage to crops, livestock, and aquaculture (raise embankments, fence production areas, etc.); proactively organize visits, encourage, and mobilize forces to help people overcome damage, effectively and promptly use resources to overcome the consequences of natural disasters according to regulations; establish correct and complete dossiers to request support for production recovery due to natural disasters (for eligible cases), promptly report to the Department of Agriculture and Rural Development for review, propose to the Provincial People's Committee for consideration and decision, avoid cases of untimely proposals or failure to ensure dossiers and conditions as in the past.
Regularly report the situation to the Standing Office for Disaster Prevention, Control and Search and Rescue (Irrigation Branch) for synthesis and reporting to the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention, Control, Search and Rescue and the Provincial Civil Defense.
