Violations are rampant.
Accordingly, after inspecting concrete stations in the area, the provincial Interdisciplinary Inspection Team issued Report No. 3927/BC-DKTLN (report) on the results of inspection and review of investment, construction and business activities of concrete mixing stations.
The report shows that Cao Bang province currently has 17 concrete mixing stations (1 station has requested to stop operating), divided into two production groups: Commercial concrete mixing stations (13 stations) and concrete mixing stations serving traffic and construction works (4 stations).
Out of 17 concrete stations, only commercial concrete mixing station in Nam Phong I hamlet, Hung Dao commune, Cao Bang city of An Minh Cao Bang Co., Ltd. is full of records.

The province directed to handle, many illegal stations still operate
After receiving the report, the People's Committee of Cao Bang province issued Document No. 2852/UBND-CN on directing the resolution and resolute handling of existing problems and limitations in construction investment and production and business activities of each concrete mixing station in the area.
The dispatch has been sent to departments and branches such as Planning and Investment, Construction, Agriculture and Rural Development, Natural Resources and Environment, Provincial Tax Department; People's Committees of districts and cities and investors of commercial concrete and hot asphalt mixing stations in the area.
The Chairman of the People's Committee of Cao Bang province requested that districts and cities complete the report and send it to the People's Committee of Cao Bang province (through the Department of Natural Resources and Environment) before November 15, 2024 and take responsibility for any delay or prolongation in the final handling.
However, up to now, February 2025, most of these illegal concrete stations are still operating without supplementing the necessary procedures and documents as directed by the Chairman of the Cao Bang Provincial People's Committee.
Some stations have avoided inspection by authorities by switching to operating at night, typically two hot asphalt concrete stations in Ban Moi hamlet, Kham Thanh commune, Trung Khanh district and group 5 (formerly group 10), Duyet Chung ward, Cao Bang city of T-N-T Traffic Joint Stock Company (T-N-T Company).
On the evening of January 11, 2025, when the reporter recorded the actual operation of the hot asphalt concrete station, the representative of T-N-T Company said: "The concrete station is in Ban Moi hamlet, Kham Thanh commune, Trung Khanh district. In the lunar year of Giap Thin, we will hand over the land to the district. There are no permits, but the buyer still has a small area that needs to be paved with asphalt, so the company is trying to finish it."
Or at the commercial concrete station in Coc Phat - Pac Vau hamlet (Quoc Toan commune, Quang Hoa district) of the Northern Traffic Construction Group Joint Stock Company, the company put up a sign announcing the suspension of operations but left the gate ajar and continued to operate inside.
The authorities determined that this station did not have any legal documents or records approved by a competent State agency to allow investment.
Thus, although the People's Committee of Cao Bang province continuously issued documents directing districts, cities and owners of mixing stations to strictly comply with regulations and supplement necessary legal documents, concrete station owners still operate regardless and do not comply with instructions.
On the other hand, the inspection and synthesis of the report on the results of handling the problem at the concrete mixing stations is assigned to the Department of Natural Resources and Environment (DONRE) of Cao Bang province as the unit agency, in charge. However, in an interview with reporters, Mr. Vu Ngoc Luu - Deputy Director of the DONRE of Cao Bang province said that he will review the fact that the illegal concrete stations are still operating without any decisive action to handle the problem.
