On August 23, Mr. Luong Minh Phuc - Director of the Management Board of Investment and Construction Projects of Ho Chi Minh City Transport Works (investor) said that many projects are being carried out to prepare for the construction of the Ho Chi Minh City - Moc Bai Expressway.
According to Mr. Luong Minh Phuc, the Ho Chi Minh City - Moc Bai Expressway was approved by the Prime Minister for investment policy in August.
The project is not only a connecting route between Ho Chi Minh City and Tay Ninh localities, but also an important part in forming the Trans-Asia axis connecting with Cambodia.
Ho Chi Minh City - Moc Bai Expressway is 51km long, of which the section passing through Ho Chi Minh City is more than 24km, the section passing through Tay Ninh is more than 26km. The first point intersects with Ring Road 3 of Ho Chi Minh City in Cu Chi district; The end point connects to National Highway 22 in Ben Cau district, Tay Ninh province. Phase 1, the road is built with 4 lanes, base width of 25.5m, ground clearance of 6 expressway lanes, design speed of 120 km/h.
The total investment of Ho Chi Minh City - Moc Bai expressway phase 1 is 19,617 billion VND, divided into 4 component projects.
Project component 1 invests in highway construction under a BOT (build - operate - transfer) contract with a total investment of nearly 10,000 billion VND.
The remaining three component projects carry out public investment. Of which, component 2 project to build a public access road and an overpass across the highway is about 2,422 billion VND.
Project component 3 will compensate, support, and resettlement the section through Ho Chi Minh City about VND 5,270 billion.
Project component 4 compensation, support, and resettlement through Tay Ninh province is about 1,504 billion VND.
According to Mr. Luong Minh Phuc, from now until the end of 2024, Ho Chi Minh City will coordinate with Tay Ninh to carry out site clearance work and build compensation boundaries. Preliminary estimates that the project's land use need is about 409 hectares.
An advantage for this project is the application of specific mechanisms similar to the Ho Chi Minh City Ring 3 project, with the separation of site clearance into an independent project, carried out in parallel with construction. This will help save 6-8 months of time during implementation, especially for agricultural land acquisition, which accounts for a large proportion of the project area.
The second group of tasks is preparing construction investment projects including project planning, approval of the Ho Chi Minh City - Moc Bai expressway project, consultant selection, technical design, and construction contractor selection.
According to Mr. Luong Minh Phuc, Ho Chi Minh City aims to start the technical infrastructure on April 30, 2025.
Work for the BOT project will be implemented synchronously with compensation and site clearance of component public investment projects. These projects will start construction in April and June 2025 respectively, complete the entire project, and open to traffic on December 31, 2027.
