Belt 3 passes through Ho Chi Minh City, Binh Duong, Dong Nai, Long An, phase one is more than 76km long, with 4 express lanes and parallel roads.
The project is divided into 8 component projects, with a total investment of more than 75,300 billion VND, each locality implementing two projects, including site clearance and construction.
The project was started by local authorities in June 2023, but in recent times construction has been sluggish due to lack of sand for the foundation.
Of which, Ring Road 3 through Ho Chi Minh City is 47km long with 10 construction packages, of which 4 packages starting in June 2023 reached about 22%. The remaining 6 bidding packages started earlier this year are currently at about 9%.
On August 21, Mr. Luong Minh Phuc - Director of the Management Board of Investment and Construction Projects of Ho Chi Minh City Transport Works (investor) said that up to now, there are difficulties and problems with sand for foundation of the Ring Road 3 project. Ho Chi Minh City has been dismantled.
Currently, the People's Committee of Ho Chi Minh City, the Materials Working Group and the investor are actively coordinating and working with the People's Committees of Tien Giang, Vinh Long and Ben Tre provinces to complete licensing procedures for sand mines to serve the project.
Accordingly, Tien Giang province plans to supply 3 million m³ of sand for the project in 2024, with the first licensing rounds completed at the end of August.
Vinh Long province also committed to supplying 700,000m³ of sand this year, with licensing procedures for one mine completed before August 25 and the remaining five mines in early September.
Ben Tre province will complete the procedures in December, expected to supply 1 million m³ of sand in 2024.
"After August, the materials serving Belt 3 will be stable. After that, the investor will move on to the loading step, treating soft ground, shortening the road surface treatment time to be able to control the overall progress." completion level" - Mr. Luong Minh Phuc said.
Also according to Mr. Phuc, currently all the sand is being concentrated on bidding packages in the west of Ho Chi Minh City, including: Cu Chi, Hoc Mon and Binh Chanh. Particularly in the East, the section through Thu Duc City is mainly via viaducts and elevated roads, so the demand for sand is not as much as in the West.
“The Ring 3 project will technically open to traffic at the end of January 2026 and officially open the entire highway section to traffic on April 30, 2026. The entire project will be completed (including the parallel road) on June 30, 2026" - Mr. Luong Minh Phuc said.
Ring Road 3 of Ho Chi Minh City is considered a strategic road. When completed, in addition to connecting traffic, it will also create an urban and industrial corridor that not only passes through the 4 provinces and cities of the project but also affects the entire Southern Economic Region.
