A herd of cows brazenly entered the Van Ninh - Cam Lo expressway, occupying the entire lane, forcing vehicles to slow down and stop to avoid collisions.

The incident happened during rush hour on the morning of May 4, recorded and spread on social networks, causing public outrage.

But the worrying thing is not in the dozens of cows, but in the management loophole behind.

The highway is not a village road, but a high-speed traffic route, requiring strict safety control. Just one unexpected obstacle, whether animal or person, can lead to a catastrophic accident.

Therefore, the herd of cows appearing in the middle of the lane is no longer a small incident, but a direct threat to the lives of traffic participants.

Initial explanation shows that at the location where the incident occurred, there was a section under construction, the fence was removed, creating a "loophole" for livestock to enter.

But the question is, why after dismantling, are there no temporary barriers, no timely monitoring and warning forces?

The protective fence is not an auxiliary item, but a mandatory factor to prevent intrusion from the outside.

The construction unit cannot stand aside either. Dismantling infrastructure without restoring it, without warning, is a violation of basic principles. Even a small mistake in construction can lead to serious consequences.

In addition, the responsibility of livestock herders also needs to be mentioned.

Letting pets roam near the expressway is a dangerous act, violating regulations. But it cannot just stop at "propaganda and reminders", if there are no strong enough sanctions and strict implementation, this situation will continue.

It is worth mentioning that this is not the first time a similar incident has occurred on traffic routes. From national highways to expressways, it is not uncommon for buffaloes, cows, and even pedestrians to appear on the road.

In February 22, a herd of 4 cows strayed into the Ho Chi Minh City - Long Thanh - Dau Giay expressway, Nhon Trach commune section. Nhon Trach commune police coordinated with relevant units to work with the cow herd owner on herding livestock within the safety corridor, letting cows go up the expressway causing traffic unsafety.

A safe highway not only depends on beautiful road surfaces or full traffic signs, but also on a strict control system.

The fence must be closed, continuous monitoring, and timely handling of incidents and violations.

Regarding the cow herd on the Van Ninh - Cam Lo expressway, inspection, verification and request for remediation are necessary. But more importantly, it is necessary to review the entire route, not to let it recur at other points.

At the same time, it is necessary to clearly define the responsibilities of individuals and related departments. Only then can discipline be established.
