Expressway through Khanh Hoa to collect ETC tolls soon

Khanh Hoa - It is expected that from August 15, the Quang Ngai - Nha Trang expressway will deploy road use fees in the form of non-stop electronic collection (ETC).

Khanh Hoa Provincial People's Committee has just issued a document requesting agencies and units to proactively implement solutions to serve the collection of ETC fees on expressways passing through the area.

Accordingly, the Department of Construction is assigned to preside over and coordinate with relevant agencies to monitor and update the progress of toll collection for expressway projects passing through the province; promptly advise the Provincial People's Committee to handle arising issues.

At the same time, coordinate with road management units to inspect and review traffic organization plans in connecting areas and toll stations.

The locality also requested relevant departments and agencies to strengthen propaganda to people, businesses and transport units on pasting terminal tags, connecting traffic accounts and toping up enough money before entering toll-charged expressways.

It is recommended that vehicle owners stick terminal tags, connect traffic accounts and top up enough money before traveling to avoid congestion at toll stations.

The Provincial Police are required to direct functional forces to combine patrols and traffic control with propaganda and reminders for vehicle drivers to implement. Functional forces must prepare plans to ensure security and order, traffic safety, and be ready to divert traffic and handle congestion situations in the toll station area.

People's Committees of communes, wards, and special zones disseminate regulations on collecting expressway tolls in electronic non-stop form to people and transport business households in the area.

According to the plan, road use fees for component projects of the Quang Ngai - Nha Trang expressway will be implemented from August 15, 2026.

Five component projects included in the toll collection plan include: Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong and Van Phong - Nha Trang.

The toll collection method is implemented electronically without stopping (ETC). The Ministry of Construction said that, through monitoring the organization of toll collection at expressways that have been implemented, there are still many vehicles that have not pasted end-to-end tags, do not have a traffic account or have not fully deposited money into the payment vehicle before traveling.

This situation risks causing congestion in the toll station area, affecting traffic safety and traffic flow on the route.

Prohibited acts in electronic transportation payments

According to Article 5 of Decree 119/2024/ND-CP, in electronic payment activities for road traffic, organizations and individuals are not allowed to destroy, forge, delete data or interfere with the content of terminal cards; are not allowed to transfer terminal cards from one vehicle to another.

Acts of intrusion or attempting to intrude, sabotage, steal data, or illegally change software programs and electronic data serving electronic road traffic payments are also strictly prohibited.

In addition, untruthful information must not be provided during the process of participating in electronic transportation payments; disclosure and provision of information related to personal data in violation of regulations; opening or maintaining anonymous or impersonated transportation accounts.

Deliberately evading and fraudulent acts in road traffic electronic payments and unfair competition between transportation electronic payment service providers also belong to the group of acts not to be implemented.
